Description
CLASSIFICATION CODE: 40 Rope, cable, chain, & fittings The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted services, unless specified as provided by the Government. Contractor tasks include: Provide an FAA certified KC-10 cargo barrier net for use during cargo missions. The net will be used to demonstrate the feasibility of a lighter weight net to improve cargo operation times and support AMC's aircraft weight reductyion initiative. The contractor shall conduct the tasks necessary to modify a commercial-off-the-shelf (COTS) article and demonstrate its utility. Specific tasks will include performing unit design and fabrication, demonstration planning and execution, and project management. This is a commercial acquisition. This solicitation is a request for quote and is issued as unrestricted under Standard Industrial Classification (SIC) code 2399, NAICS code is 314999, and the related Small Business Size Standard is 500 employees. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award. Solicitation will be issued on or about 16 May 2008. Due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS) Website at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 305 CONS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to this solicitation. All responsible sources may submit a proposal, which, if timely received, must be considered by the agency. All prospective offerors interested in submitting a proposal on this solicitation must have a Commercial and Government Entity (CAGE) code. IAW AFFARS 5352.201-9101: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
