- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office announces the intent to contract directly with the University of California at Los Angeles (UCLA) for a requirement for a military-focused resiliency-building family services program to serve armed forces families at the United States Marine Corps at 29 Palms and the United States Naval Surface Warfare Center, Port Hueneme Division. Under Contract Number N00189-08-C-Z009, UCLA is currently providing the same services to military families located at Naval Special Warfare (NSW) (Coronado and Little Creek Bases), Marine Corps (Camps Pendleton and Lejeune, and Hawaii and Okinawa Bases), and SeaBee (Gulfport Base) units. Period of performance for this effort is from 11 March 2008 through 10 March 2009. A modification to Contract N00189-08-C-Z009 to include the 29 Palms and Port Hueneme sites is in the best interest of the Government, as any other source would result in a duplication of costs and unacceptable delays in fulfillment of the requirement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1.
