Description
Eglin AFB FL has a requirement for repair of an above ground fuel storage tank. The NAICS code for this requirement is 237120 and the size standard is $31M. This is a full and open, unrestricted competition. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes but is not limited to the following: installing a new steel bottom approximately 32 inches above the existing bottom in a fuel tank. The existing tank is 52 feet in diameter and 40 feet high. The existing nozzles and man ways will be reconfigured and raised to accommodate the new tank bottom. The space between the old and new tank bottoms shall contain leak detection tubes, a cathodic protection system and a sand cushion. The entire interior of the tank shall be coated. The repaired areas on the exterior of the tank shall be coated. The project shall include two base bids items. Base bid 1 will include the new tank bottom, replacement of roof support legs, stilling well, and roof railing. Base bid 2 will include synthetic liner, cathodic protection system, leak detection system, coat tank exterior 10 ft up, coat tank interior, repair pontoons, adjust height of tank penetrations and nozzels, strapping chart, floating roof rim seal, hydrostatic test, API Inspection, and electrical connection. The project shall also include three options. Option 1 will be to replace the floating pan. Option 2 will be to remove existing vertical ladder, install a new circular stairway and paint damaged coatings. Option 3 will be to paint the entire exterior of the tank. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the specifications. The work is located at Eglin AFB FL. The project magnitude is between $1,000,000 and $5,000,000 for the base bids and three options. Performance period is 180 calendar days. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government Electronic Posting System (www.fedbizopps.gov) on or about 9 June 2008. The ESTIMATED PROPOSAL DUE DATE is 10 July 2008. No response to this notice is necessary and no Source List will be maintained. All interested contractors are encouraged to register on the Interested Vendors List on the Federal Business Opportunities website. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award.
