Description
PLEASE NOTE: THE ARCHIVE DATE DOES NOT REFLECT SOLICITATION DUE DATE The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for environmental assessments at various locations identified above in accordance with the following Statement of Work: In order to determine if contamination that requires remediation is present at the site, a modified Phase I environmental assessment will be performed at the site. This investigation will include background research regarding operations and past practices at the facility and sampling of shallow soils at the site. It is anticipated that samples will be collected at no more than 15 locations at the site and that not more than two (2) samples will be collected from each location at depths not greater than eighteen (18) inches (30 samples total). Samples shall be analyzed for petroleum contamination, volatile and semi-volatile hydrocarbons, polychlorinated biphenyls, and characteristic hazardous waste metals. Deliverables for this project include three paper copies and an electronic copy of a report of all activities and findings resulting from the site investigation and a recommendation for additional investigation and/or remedial activities. The report should comply with the requirements of ASTM Standard E1527-05 regarding content and format and include additional information which is required herein and outside the scope of the ASTM Standard (sample collection and analysis). 1. This effort is a total set-aside for Small Business Concerns2. The North American Industry Classification System (NAICS) is 541620, Environmental Consulting Services. The small business size standard is $6.5 Million.3. The estimated offer range for this project is between $100,000 and $250,0004. At least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor. NOTE: Contractors must have active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov/. For security reasons, this solicitation will be distributed using the Federal Business Opportunities (FedBizOpps) system. FedBizOpps is an E-Gov initiative that provides a secure environment for distributing sensitive acquisition information (to include Sensitive Unclassified Information (SUI)) to vendors during the solicitation phase of procurement. This system electronically disseminates information or data to the vendor community while still protecting SUI from unauthorized distribution. Data that can be uploaded into FedBizOpps includes construction plans, equipment specifications, and security plans. As FAA utilizes the FAA Contract Opportunities website to announce procurement opportunities, COs will utilize the Non-FBO Secure Document Link functionality in FedBizOpps when electronically distributing SUI Interested offerors must register with FedBizOpps before accessing the system. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
