- This is a SOURCES SOUGHT NOTICE. No proposals are being requested or accepted with this synopsis. The U. S. Army Corps of Engineers, Little Rock District, has been tasked to solicit and award a Firm Fixed Price Construction Contract to Repair the Airfield at Little Rock Air Force Base, Pulaski County, Arkansas. The type of set-aside category for this solicitation will depend on the responses to this sources sought notice. The project includes: removing and replacing concrete slabs, repair concrete spalls and seal joints on the runway; remove asphalt by cold milling runway pavement and construction of an asphalt inlay; remove asphalt by cold milling runway shoulders and establish grass; include an asphalt overlay of runway shoulders; repair all electrical conductors on or next to the runway and the conductors for the east and west approach lights; remove and replace distance markers along the runway; groove portions of the runway; clearing, grubbing, and grading was of runway 07 approach lights; replace drainage culverts in an access road crossing at the east end of runway; relocate the ILS shelter; and may also include options for additional runway grooving, borrowing, grading, excavation, filling, compaction, construction of storm drain pipe culverts, and construction of reinforced concrete box culverts. The magnitude of construction for this project is $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237310, Highway, Street, and Bridge Construction. The Small Business Size Standard for this acquisition is $31 Million. The Federal Supply code is Z124, Maintenance, Repair, and Alteration of Airport Runways. Limitation on subcontracting applies. A small business successfully offeror will be required to perform at least 15% of the contract work with their own employees not including cost of materials. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Award will be based on the overall Best Value to the Government. Anticipated solicitation issuance date is on or about 01 July 2008 with the proposal due date on or about 15 August 2008. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: Offerors name, address, point of contact, phone number, and e-mail address. Offerors interested in submitting proposals on the solicitation when it is issued should submit their capability to perform a contract of this magnitude and complexity. The submission should include: Offerors in-house capability to execute construction of comparable work (military airfields) performed within the last 5 years brief description of the project, customer name, timeliness of performance, customer satisfaction and dollar value of the project); Offerors Business Size (whether HUBZone, Service Disabled Veteran Owned Small Business, or 8(a); and Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars).
