Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13.5 (Clinger-Cohen), as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Requisition Number is V07201-8099-A869. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-24, dated 31 March 2008 and DFARS Change Notice 20080331. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 333415, the Small Business Size Standard is 750 employees, the FSC is 4110 and the SIC is 3585. This is a brand name requirement and will be awarded as a Firm Fixed Price (FFP) contract. The Fleet and Industrial Supply Center, Norfolk, VA requests responses for the following: Quantity of one (1) each of a shipboard approved modified modular refrigerator manufactured by Cospolich Inc. The model number is R50-2M-SNM-MLR. The Mil-Spec is MIL-R-21098E, Int. Amd. 2(SA) dated 24 April 1992. The dimensions are 58wide x 29 actual cabinet dept x 67 height, 115VAC, 1 Phase, 60HZ, 404A Refrigerant, hinge location = standard. The actual cabinet dept of 29 dose not include the doors. The cabinet height dimension of 67 does not include mounting legs attached to the cabinet bottom. The cabinet shall be constructed of 304 stainless steel on the interior and exterior. The unit shall include a slide out condensing unit for easy maintenance. The cabinet shall include a 1 deep, seamless, stainless steel interior bottom pan to contain spillage. The condensate evaporator pan is integrated on the condensing unit base for a self-contained drainage system of condensation collected from the evaporator. The cabinet top, bottom and sides shall be 2 thick and the cabinet door shall be 1 5/8 thick insulation with foamed-in-place polyurethane. Vendors must submit a finalized General Arrangement Drawing to be reviewed and signed-off as approved with any noted modifications by the U.S. Navy. Installation will take place onboard the USS Ponce (LPD-15) located at the Norfolk Naval Operations Base, Norfolk, VA. Labor shall include the following: WAF/tag-out units; recover R-404; disconnect and remove existing refrigeration unit; laydown fire retardant plywood on deck and cover equipment and areas affected by install with fire retardant plastic sheeting; refrigerant flush remaining tubing with dry nitrogen; remove interferences, paint and insulation IWO rigging and hotwork; remove false bulkhead; disassemble, rig out and remove existing refrigeration unit from ship and dispose of; deliver new refrigeration unit to ship; modify existing refrigeration unit foundation to accept new refrigeration unit; rig in and install new refrigeration plant on modified foundation; connect new refrigeration electrically and mechanically; reinstall interferences and insulation in way of new and disturbed areas; paint and preserve new and disturbed areas IAW NAVSEA Standard Item 009-32; clear WAFs/tag-outs; energize units; perform operational tests; calibrate controls for desired temperature control and sign completion certificate. The following FAR provisions and clauses are applicable to this procurement: 52.204-7, Central Contractor Registration; 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications. Certification and Representations shall be submitted via ORCA website at https://orca.bpn.gov/; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. The following clauses are applicable to this solicitation: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.2225-50, 52.225-13, 52.232-33, 52.233-3, 52.233-4, and 52.247-34. Additional contract terms and conditions applicable to this procurement are: 252.212-7001 Contract Terms and conditions required to implement statutes or Executive Orders applicable to Defense acquisitions of commercial items. The applicable clauses are 252.204-7004 Alt A, 252.225-7001, 252.232-7003, 252.225-7000, and 252.232-7010. Central Contractor Registration (CCR): Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. To be considered by the agency, all quotes must be received by the Contracting Officer no later than 1600 hours (Eastern Standard Time) on 30 May 2008.
