- Pre-solicitation Synopsis: CONTRACT INFORMATION: This construction contract will be procured through a design/build (D/B) one step request for proposal (RFP) process with full and open competition. This project will include the complete study, design, abatement, and construction in the contract. The project location is at Fort Polk Louisiana. This is a DESIGN/BUILD with extensive engineering analysis, evaluation, testing and making immediate design and construction use of the findings of the analysis and evaluation to resolve the mold growth issues and construct the buildings and systems as a whole for the barracks and central plant facilities using a sound engineering basis for the construction, abatement, reconstruction and remodeling of building HVAC systems and Central plants. The goal is to provide healthy apartment style dormitories free of mold and free of potential for mold growth following the best practices available in the industry by remodeling these redesigned barracks to approximate the army 1+1 barracks goal, with redesigned/reconstructed wall assemblies, stair well and walkway vestibules including all mechanical system upgrades such as from 2 pipe to 4 pipe with heat recovery, heat pumps, central makeup AHUs for pressurization etc or any well conceived mechanical HVAC system that is determined by virtue of the evaluation and study to be the best alternative and in compliance with EPAC2005. The project location is at Fort Polk Louisiana. The primary facilities to be studied, redesigned, abated and reconstructed with some portions being new construction include an approximately seventeen existing dormitories of approximately 594,316 square feet and 4 central energy plants of approximately 4015 tons of cooling (one of these plants did undergo successful chiller and pumping redesign/replacement 2 years ago, there will be underground piping replacement there) and distributed heating at each barracks. Supporting work includes new chilled water underground distribution lines, underground heating distribution lines, fire protection sprinkler and fire detection systems for the barracks. Antiterrorism measures, mass notification, interior design services, are required per UFC as per the Barracks Center of Standardization(COS) standard for permanent party barracks. Access for individuals with disabilities will also be only to the extent that is required for permanent party barracks as determined by the Barracks Center of Standardization.. The magnitude of evaluation, design, testing, construction design and construction is estimated between $100-$150 Million. The RFP is anticipated to be issued on or about 6 June 2008, and offers will be due on or about 09 July 2008. No public bid opening procedures are applicable to this solicitation. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using Best Value evaluation criteria. Anticipated award date is 1 August 2008. Anticipated project completion date is staged but overall 1 May 2010. The successful offeror is required to perform at least 25 percent of the final cost of the contract, not including the cost of materials, with its own employees. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 236220. SIC is 1542. This is Bid is unrestricted and large businesses may compete.
