- Eglin AFB FL has a requirement for Design/Build Telemetry Tower Stub. The NAICS code for this requirement 237130 and size standard of $31M. The acquisition is a HUBZone Small Business Set-a-side. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes but not limited to the following: Design/Build a new freestanding, three-legged tower stub. The contractor is responsible for all dig permits. The contractor will install all pilings to support a dead load of the 25 foot tower stub plus a dead load on the tower stub of 70,000 pounds and the pilings must support a live load produced by a 16 foot parabolic dish operating in 35 mph winds. The contractor will install a ladder that includes a lock-out mechanism and meets OSHA regulations for use with a safety harness. The ladder must mate up with the existing ladder on the B-4A tower. The contractor will install conduit as shown in drawings and must meet guidelines. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the specifications. The work is located at Eglin AFB FL. The project magnitude is between $250,000 and $500,000. Performance period is 120 calendar days. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System (www.fedbizopps.gov) on or about 6 June 2008. The ESTIMATED PROPOSAL DUE DATE is 7 July 2008. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government.
