- THIS IS A SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals or a request for sealed bids, nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The Directorate of Contracting (DOC), Fort Bliss, TX, is conducting this sources sought market survey to identify potential sources for the operation of a Government-Owned/Contractor-Operated (GOCO) facility to perform AVUM, AVIM, and limited Depot Aircraft Maintenance Services for aircraft, and maintenance and repair services for supporting tactical equipment such as, but not limited to, vehicles and generators. The required services include, but are not limited to, the following: Processing and monitoring maintenance work orders; operation of computer systems and databases; janitorial services of the GOCO facility and surrounding grounds; operation of a continuous (24/7) customer assistance center; participation in military exercises, deployments, emergencies, and special projects; maintenance of data records; technical inspections such as initial, in-progress, check flight, maintenance test flights; disposition of excess, unserviceable items; receipt, storage, and shipment of aircraft maintenance supplies and materials; operation of the aircraft paint booth; painting of equipment (including vehicles, trailers, generators, components, enclosed shelters); informal on-the-job training for 15 series MOS proficiency of military personnel; preparation and submission of various reports; management of the contractors purchasing system; management of the oil analysis program for aircraft; maintenance and repair of the Biggs Army Air Traffic Control Tower communications equipment. Minimum staff for day-to-day operations will be required. From time-to-time it may be necessary to increase the staff to support short-term surge operations. The contractor shall provide skilled and competent personnel to oversee all the O&M activities associated with the day-to-day operation of the GOCO facility. Designated contractor personnel must be able to obtain and maintain at least a SECRET security clearance throughout their employment under the contract. All business concerns that are able to provide the services described above are encouraged to forward their capability statement (not to exceed 10 pages) to the point of contact identified below.
