- This is a combined synopsis/solicitation for commercial items perpared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation ; proposals are being requested and a written solicitation will not be issued. Solicitations may be e-mailed as MS Word or Adobe.pdf attachments, subject line HSFEFL-08-Q-0037, Lawn Care at FEMA Staging Area, to raymond.lucas@dhs.gov Performance Work Statement The contractor shall provide basic lawn care (grass cutting, weed removal) service to a fifty acre fenced staging area containing approximately 2,400 travel trailers and 50 mobile homes. Lawn care will be performed once per calendar month on a schedule agreed upon by the contractor and the FEMA Site Manager. Approximately 15 acres is grass and the remaining approximately 35 acres is unpaved improved (limestone or gravel). The contractor shall cut all grass to a height not to exceed five inches by mowing or other effective means. The contractor shall trim grass and weeds along drainage ditches, fences and around trailers, mobile homes, and other structures or objects. The contractor shall be responsible for all applicable licenses, bonding, and insurance required by state or local government. The FEMA Site Manager or his assistant will inspect all work and discrepancies shall be corrected by the contractor at no additional cost. Site visit is recommended and may be arranged by calling the FEMA Site Manager, Steve Minnick at (941)525-6856. The FEMA staging area is adjacent to the St. Lucie County Fairgrounds, Ft. Pierce, FL. The regular business hours for the Ft. Pierce Staging Area are 7:30 AM to 4:30 PM Monday through Friday, excluding national holidays. Contractor work after regular business hours may be arranged with the advance approval of the FEMA Site Manager. The period of performance shall be July 1, 2008 through September 30, 2009 with the period October 1, 2008 through September 30, 2009 subject to availability of funds (see FAR 52.232-18 below). Interested parties shall prepare a quotation on company letterhead or preprinted form and include the following information: CONTRACT LINE UNIT OF QUANTITY: DESC- UNIT TOTAL ITEM NUMBER: ISSUE: RIPTION PRICE: PRICE: 0001 Month 15 Lawn care service (insert price (insert total per month) price) The solicitation is being issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25 of April 22, 2008. This solicitation is 100% set-aside for small business. The NAICS code is 561730 Lawn Care Service/Landscaping Services. The size standard is $6.5 Million. Information on size standards and small business classifications may be found at the Small Business Administration website www.sba.gov. The provision at FAR 52.212-2, Instructions to Offers-Commercial, does not apply to this acquisition. Evaluation will be Lowest Price - Technically Acceptable. Offerors are required to return a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contact Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this requisition. The contractor is required to register in the U.S. Government's Central Contractor Registration (www.ccr.gov) prior to award of contract. FAR Clause 52.232-18, Availability of Funds, applies to the portion of the contract occurring in Fiscal Year 2009 (October 1, 2008 through September 30, 2009). Funds are not presently available for this contract*. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. * - to the portion occurring in FY2009, as noted above.
