- This announcement constitutes Solicitation Number FA4803-08-R-A032, which will be issued as a Request For Proposal (RFP). Anticipated award to be a Firmed Fixed Price Contract. Proposal contract is for a basic period of one (1) year and four (4) one-year option periods with an anticipated start date of 1 October 2008. This acquisition will be solicited as 100% HUBZone Set-Aside. This will be a Past-performance/Price Trade-off acquisition. The North American Industry Classification System (NAICS) code is 221320 with a size standard of $6.5M. This requirement will be solicited under FAR Part 12 and Part 15 utilizing commercial acquisition procedures. The Solicitation, which will include the possible site visit date and PWS, will be posted on or about 1 Jun 2008 and MUST BE downloaded from FedBizOps at http://www.fbo.gov; otential offerors are responsible for monitoring this site for the release of the solicitation package. DO NOT REQUEST VIA MAIL OR FAX. REQUIREMENT: The contractor shall provide all management, equipment, tools, materials, vehicles, labor, and all other items and services necessary to operate, maintain and repair the wastewater treatment plant and lift stations at Shaw Air Force Base located in Sumter County SC and the Wateree Recreation Area plant located in Kershaw County SC. Operations and maintenance/repairs shall be in accordance with South Carolina Department of Health and Environmental Control (DHEC), National Pollutant Discharge Elimination System (NPDES) Permit Nos SC0024970 effective June 1, 2003 for Shaw Air Force Base WWTP and SC0044440 effective November 1, 2005 for Wateree WWTP, the Clean Water Act, the Pollution Control Act, the plant's operation and maintenance (O & M) manuals and all applicable federal, state and local laws, regulations, standards, and commercial practices as described in the Performance Work Statement (PWS) with the focus on safety and customer service.
