- This notice is not a Request for Proposal (RFP). This is a market research tool to determine the availability of sources prior to issuing a RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Fleet and Industrial Supply Center (FISC) Norfolk, implied or otherwise, to issue a solicitation or ultimately award a contract. The government is issuing this Request for Information (RFI) as part of a market survey on behalf of the Naval Network Warfare Command (NNWC). The intent of this sources sought synopsis is to identify potential qualified offerors who are interested in and capable of providing services and equipment necessary to migrate an existing ADV (desktop) configuration to a PRO configuration, complete with the purchase and installation of two (2) Lenel (or equal) servers and required software in NNWC, Building 1265 Guadalcanal Road, Norfolk, Virginia. Also update five (5) existing client license software (model 5.11.105). The end configuration will be capable of centralized control while allowing autonomous operations utilizing a multi-server configuration which provides for a synchronized database solution among multiple facilities spread across geographical areas as well as have the ability to use a single identification badge. Additional research information is requested regarding sources capable of providing the following server/client configurations: 1) replacing three (3) LNL-1000 Intelligent System Controllers which currently serve as the access control engine for a critical portion of the On Guard system. The serial connectivity required by these devices does not provide a stable backbone nor do they meet the standard for growth. 2) Changing communications backbone between existing ISCs and server to TCP/IP vice serial connectivity utilizing fiber optic cables to enable connectivity/communications between all controller boards and buildings 1126 and 1265, eliminating all hubs/media converters from communications path and removing and disposing of old cabling/wiring. 3) Replacing existing Digital Video Recorder with Lenel OnGuard VideoManager capable of expandability. Installing outdoor digital cameras (LENEL ICT 240DN, or equal) with pan-tilt-zoom capabilities, on perimeter of NNWC, Building 1265 (4 locations) and installing 2 separate monitor (one 20in. video display with 9-12 views and one 15 in. video monitor with one specific view) in the interior of NNWC, Room C38 to view all video inputs. 4) Installing 8 outdoor digital video cameras at building entry doors and 4 indoor digital video cameras at SCIF Entry Doors within NNWC, Building 1265. 5) Providing Lenel Software Support Plan to upgrade software on an annual basis. 6) Providing and installing Global Professional Software (PES-EDP1-A). RFI Submission Requirements: Please include the following information in you submission: (1)Past performance and capabilities to meet the above mentioned requirements bySubmitting product literature and photographs of proposed equipment. Information as to whether the item is customarily available in the commercial market, or state why specified commercial equipment cannot meet stated requirements. (2) Business Type: Identify your business type: large, small, small disadvantaged, 8(a)-certified small disadvantaged, HUB-Zone small, woman-owned small, very small, veteran-owned small, service-disabled veteran-owned small as based upon North American Industry Classification System (NAICS) code 561621, Security Systems Services (except locksmiths). (3)Price: Provide rough order of magnitude (ROM) estimated cost or advise that the information provided is not sufficient to provide ROM. (4)Company information: Company name, complete mailing address and web page. Contact information (name/title/telephone #/fax#/email address). The RFI should be limited to 20 single sided pages (including all attachments). Interested parties must submit their responses electronically to the point of contact; Debora Roseboro at debora.roseboro@navy.mil.and shall be received no later than close of business (5:00 pm EST) 16 June 2008. All questions shall also be submitted by email only to Debora Roseboro. The Government reserves the right to request additional information as needed, from any and all respondents. Complete information should be submitted and the Government is not obligated to contact the concern for clarification of information. However, the Government reserves the right to request additional information as needed from any and all respondents. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information requested. The Government will not provide a "debrief" on the results of this survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
