- The Office of Thrift Supervision (OTS) intends to create electronic development resource guides to support development of employee performance competencies. To accomplish this task, OTS will conduct market research to identify potential vendors capable of developing development resource guides by October 31, 2008. The anticipated start date for this project will be the first week in July 2008. Interested parties must provide documentation of their capability and experience in developing electronic products to aid employees in locating appropriate learning materials and resources to support the development of specific competencies, which have already been established. Proposed solutions will need to integrate with Plateau Learning Management System. This RFI should not be construed as a commitment by the Government and participation in this market research project will not guarantee any future business should the OTS proceed with this initiative. All propriety information sent in response to this RFI should be marked as such and will be handled accordingly. Moreover, the Government will not pay for the information submitted in response to this RFI, or reimburse an Offeror for costs incurred to prepare responses to this RFI. Should OTS decide to conduct a competitive requirement based on the results of the market research, a request for proposal may be issued to only those participants. Any resulting contract awarded will be based on best value. Questions must be submitted to jean.wright@ots.treas.gov and cc: sharon.davis@ots.treas.gov by May 30, 2008. Telephonic questions will not be answered. Interested parties must submit sufficient technical information for OTS to determine that the proposed deliverable sufficiently supports the OTS' needs. The technical information must be submitted directly to Sharon M. Davis at sharon.davis@ots.treas.gov no later than June 5, 2008.
