- In accordance with FAR 6.302-1, the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) intends to issue a sole-source, firm fixed priced purchase order to a small business, Bulletin News Network Inc. The service to be acquired is daily media-monitoring and analysis services. The contractor will provide ALL of the following: 1. Daily news briefing summary and news clips each work day by 8:00am. 2. Able to search for articles and clips across all national, regional, and local media outlets in all 50 states and territories. 3. Provide a top-level refined view of the day’s news specific to ICE’s interests, designed to inform staff about key print and broadcast news in local, regional and national media markets. 4. Provide a PDF and Word document with the full clips and entire article. 5. Provide both briefing and clips to ICE officials and employees through a secure, hosted website with searchable archive. Distributions to non-employees are prohibited. 6. Provide a link to the full print articles referenced in the briefings; provide a link to the original full-text versions when available on the original publishers’ websites. 7. Deliver an Adobe PDF and complete Word format of the Brief and Full Clips as well as a readable version on Blackberry (or equiv) devices by 8:00am each morning. 8. Provide a link to available video clips that stream to the reader’s desktop in both the Briefing and Full Clips version. 9. Provide Briefing materials with a complete table of contents organized by subject matter. 10. Respond to ICE requirements on 24 hours a day basis with professionals who can interface with ICE concerning news coverage for the next days’ briefing. 11. Available for contact at any time to insure coverage of news that directly or indirectly impacts ICE. The North American Industrial Classification System (NAICS) code 519110 business size standard is $6,500,000.00. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, the government will consider responses received by May 30, 2008. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
