Description
The Bureau of Reclamation has a requirement for assistance to protect and preserve its cultural resources located at Hoover Dam in Clark County, Nevada. This project is an on-going effort to make Reclamation's museum property, known as the "Hoover Dam Collection" (Collection) and its historic 3-D objects and paper available to employees and the general public for government projects, research and exhibit. Eighty-one percent of objects in the Collection require preventative care by trained site staff or no conservation treatment at all. The remaining seventeen percent of the objects need some form of professional (skill level 1-4) conservation treatment. Ninety-seven percent of the paper materials in the Collection require preventative measures by trained site staff. The remaining three percent of the paper materials need some form of professional (skill levels 1-4) conservation treatment. The contractor shall provide all labor, supervision, equipment, supplies, laboratory site, training, travel, and other items and services necessary to provide the conservation services. Treatment on the objects shall be performed by conservators and conservation technicians in a laboratory setting. Due to size, fragility or storage location, eleven objects must be treated on-site at Hoover Dam. This procurement is being conducted pursuant to FAR Part 12 - Acquisition of Commercial Items using FAR Part 15 Contracting by Negotiation procedures. The government intends to award a Firm-Fixed-Price contract with a performance period of 1 year to complete this work. This solicitation is not restricted. The North American Industry Classification System (NAICS) code for this acquisition is 541990 - All Other Professional, Scientific, and Technical Services. The size standard is $6.5M. The solicitation in the form of a Request for Proposal (RFP) will be issued on or about June 9, 2008 with offers due 21 days after. The solicitation will only be issued electronically via www.FedBizOpps.gov. Offerors should register at the FBO website to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
