- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The Bureau of Economic Analysis intends to contract with R.L. Polk & Co., 26955 Northwestern Highway, Southfiled, MI 48033 on a sole source basis to provide data on the autos in operation in each year from 1986 through 2007. The data is to be broken out by model-year: 1) Registration Type: VIO - Cars Only; 2) Category: total Registration VIO; 3) Vehicle detail: model year only; 4) Geography: Total US; 5) Time Period: July 1, 2986 through 2007 VIO for Cars; 6) Delivery Frequency: One Time. The data, which covers all fifty states and the District of Columbia, enables the Bureau of Economic Analysis to produce more accurate estimates of car and light-truck expenditures in the National Income and Product Accounts (NIPAS). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Bureau of Economic Analysis' needs. Detailed capabilities must be submitted to the U.S. Census Bureau, Acquisition Division, 4600 Silver Hill Road, Room #3J444 ATTN: Pamela Miller, Washington, D.C. 20233 or email to pamela.a.miller@census.gov. This notice is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to R.L. Polk & Co. without further notice.
