Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), intends to procure on a sole-source basis with the University of California San Francisco, 1855 Folsom Street, San Francisco, CA 94143 to provide services regarding the Central and Eastern European Renal Cell (RCC) Cancer Study. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR 13.106-(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $6.5M. Period of performance: Performance shall be for one year from date of award. Pathology tissue from cancer patients provides increasing opportunities for the study of biological questions relevant to tumor etiology and for detecting early markers of disease. Pathology specimens provide a resource for examining DNA, proteins and RNA in tissue and can be used to compare tumors that are associated with different risk factors, thus strengthening associations that might be made between exposures and disease. The purpose of this contract is to conduct pathologic review and confirmation of the presence of kidney tumor tissue collected in frozen biopsy samples in the Central and Eastern European RCC study. The objective is to confirm the presence of clear cell tumor tissue obtained in frozen tissue biopsies from each of the cases, and also oversee the extraction of DNA and RNA from these tissues. The tumor panel described in this project is an expansion of 200 tumor samples previously extracted and analyzed at the University of California San Francisco Cancer Center. These samples are a continuation of an ongoing collaborative tumor marker study between the National Cancer Institute and UCSF. It is important for scientific comparability of analytic results to work with UCSF for this study. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EST on June 3, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
