- Eglin AFB FL has a requirement to Install Secondary Bottom Tank 27, Eglin AFB FL. The NAICS code for this requirement 237120 and size standard of $31M. The acquisition competition is restricted to Service-Disabled Veteran-Owned Small Business concerns (SDVOSB). This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes but not limited to the following: furnishing all plant, labor, equipment and materials and performing all operations required to Repair Tank 27 at Eglin AFB, FL. In general, the work will consist of installing a new steel bottom approximately 24" above the existing bottom in a fuel tank. The existing tank is 30 feet in diameter and 28 feet high. The existing nozzles and man ways will be reconfigured and raised to accommodate the new tank bottom. The space between the old and the new tank bottoms shall contain leak detection tubes, a cathodic protection system and a sand cushion. The entire interior of the tank including the floating pan shall be coated. The repaired areas on the exterior of the tank shall be coated. The project will include one option. Option 1 will be to paint the entire exterior of the tank. Performance period is 160 calendar days. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the plans and specifications. The work is located at Eglin AFB FL. Estimated dollar range is between $500,000 and 1,000,000 for the Basic plus Option 1. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System (www.fedbizopps.gov) on or about 5 June 2008. The ESTIMATED PROPOSAL DUE DATE is 7 July 2008. No response to this notice is necessary and no Source List will be maintained. All interested contractors are encouraged to register on the Interested Vendors List on the Federal Business Opportunities website. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government.
