Aerial Domestic Operations Mission Sets Crisis Response Counter Narcotics Operations National Special Security Event (NSSE) IAA Incident Awareness and Assessment Situational Awareness Damage Assessment SAR Search and Rescue Evacuation Monitoring Command and Control Counter Narcotics Drug Trafficking Conduct Car Follows Day and Night Interstate borders International borders Monitor Illegal Activity at Known Sites Crack Houses Outdoor Buys Provide Surveillance During Raids and Controlled Buys Analysis of Suspect Locations Law Enforcement Agent Safety NSSE Olympics Inauguration G8 Summit RNC DNC State of the Union Address And Others Priorities Domestic Response NSSE Federal Counter-Narcotic Operations State & Local Counter-Narcotic Operations Previous Taskings DC sniper 2004 POTUS bus tour G-8 Summit Space shuttle disaster Operation Winter Freeze Natl Special Security Events (NSSE) Hurricane Katrina Operation Gulf View Operation Jump Start RC-26 is Supporting SOCOM Creating a Capability Gap in Domestic Operations Request For Information Introduction The National Guard Bureau J3 seeks responses from industry to support the Domestic Operations directorate of the National Guard Bureau with aviation services. Aviation services would meet Wide Area Assessment requirements supporting Homeland Security/Homeland Defense operations, National Special Security Events, Domestic Response; Counter-Narcotics and Counter-Terrorism efforts of the National Guard within the continental United States, Alaska and US territories within the Caribbean Area. The Government would estimate a need for an aircraft within 2 hours flight time of all major population centers within the continental United States. The Government seeks information from industry on proposed aircraft solutions, basing solutions, tradeoffs, timelines, and contract structuring to support an effort estimated for 4000 - 6000 flight hours per year for a period of 3 5 years utilizing aircraft with the following existing or potential capabilities. The Government desires information for a turnkey solution utilizing Commercial Off The Shelf (COTS) technology to include aircrew, maintenance and aircraft. This is not an R&D effort. RFI Overview Mission Capabilities The government is seeking information on aircraft with the following mission capabilities: Essential List: - Full Motion Video (FMV) of InfraRed (IR), Daylight and Low Light TV Sensors Line of Sight (LOS) datalink capability for FMV in excess of 50NM at 10000. - High Resolution Wide Area Overhead Still Digital Photography - Military and Government agency VHF-FM, VHF-AM and UHF Communications capabilities. Ability to hook a Federal/State/Local Government Agency Handheld Radio to aircraft power and antenna and listen/talk through aircraft comm system. Desired List: In addition to the Essential List, the following desired list reflects a capability that the government desires on all aircraft on a daily basis. - Ability to call a phone from the aircraft. - Government Representative should be able to Walk-away from the jet with recorded video, digital images and other required info in-hand. Desired List: In addition to the Essential List, the following desired list reflects needs requiring 3-4 aircraft operating from 1-2 locations for a period of 10-60 days utilizing 1-2 of the following capabilities in addition to the SATCOM capabilities. The Government desires that all aircraft have these capabilities, but not necessarily on a daily basis. In addition, the Government seeks industry recommendations for government investment which possibly stretch over 2-3 fiscal years to obtain these desired capabilities. - Maritime Patrol Radar - Ground Penetration Radar - Foliage Penetration Sensors - Multi-Spectral Sensors; to include, Synthetic Aperture Radar (SAR), Hyper-Spectral Imaging (HSI) and Multi-Spectral Imaging (MSI) - Cell Phone Relay/Communications Capability - Voice SATCOM - Data SATCOM supporting an Email,mIRC or Instant Messenger capability. Aircraft Capabilities 5 hour on-station duration at 10000 MSL. 6 Hour total flight time with transit time On-station is normally circling at minimum safe airspeeds at 1/4 or 1/2 flaps. Operate from civilian airfields of at least 5000ft length with an operational control tower within a takeoff temperature range of 20-110 Degrees F at a takeoff pressure altitude of 0-5000ft MSL under IFR conditions. Carry at least one government liaison and two government observers during flights. Government Representative will have full access to the aircraft Internal Communication System (ICS) and Radios Government Observers will have full access to ICS and 'listen' capability of Radios. Responses A limit of thirty (30) pages is imposed for the responses. Responses should be received by close of business 1 June 2008.
