STATEMENT OF OBJECTIVE (SOO) 26 Feb 2008 Task Title:MAF Pilot and Maintenance Training Description:Training to provide recurring pilot training and maintenance training for the aircraft in Paragraph 1. 1.0BACKGROUND The Mexican Air Force (MAF) requires their pilots to have recurring training for the described aircraft as well as technical training for members of their ground crew as described. (a) Super King Air 300 (1) Two pilots (2) One technician (3) One electrician (b) Lear Jet (1) Two pilots (2) One mechanic (c) Jet Star (1) Two pilots (2)Two mechanics (d) Boeing 737 -200 (1) Three pilots (2) Two mechanics (3) Two electricians 2.0PURPOSE 2.1 The purpose of this SOO is for the contractor to perform flying and maintenance training on the above noted aircraft for the number of students indicated per aircraft. 2.2 Training will be at the contractor’s facilities in the CONUS. 2.3 Training will cover all aspects of flying operation and maintenance familiarization for the noted aircraft. 3.0OBJECTIVES Training shall include, but not be limited to: (1) theory of operation, (2) theory of maintenance, (3) overview of the aircrafts major components, and (4) pilot certification as applicable. 4.0PROPOSAL INSTRUCTIONS 4.1 The following parameters should be considered in preparing the proposal for this effort: 4.1.1 Training shall be provided in written and spoken English. 4.1.2 Training shall be provided for the number of students per system as noted above. 4.1.3 MAF will be responsible for all student pay and allowances, and all student housing, meals and other support. No government quarters will be made available at contractor locations, even when in the vicinity. 4.1.4 MAF will be responsible for student transportation costs from Mexico to CONUS contractor location and return. 4.1.5 The contractor will provide any transportation between the training location and other training locations. 4.1.6 The contractor will provide local ground transportation for the students between their quarters and the training location. Such transportation will be provided only during the scheduled training days. 4.2 Performance Work Statement (PWS) The contractor shall submit a draft Performance Work Statement (PWS) with the proposal detailing how the work for this effort will be accomplished. The Multi-Functional Team (MFT) consisting of the Contracting Officer and the Program Manager and the contractor will collaborate to produce a final PWS which will then be released by the Contracting Office, prompting the contractor to begin final preparations of the Technical Implementation Plan (TIP) and Price/Cost Analysis. The Program Manager will augment the PWS with specific accountability and performance documentation during this collaboration. The draft PWS from the contractor, at a minimum, should include: 4.2.1 A list of training materials that will be used (i.e. technical, instructor and student manuals, technical drawings, flight manuals, etc) 4.2.2 A course overview outlining training topics and methods of instruction 4.2.3 Quality control program addressing the performance measures in paragraph 5.0. This should include, but is not limited to: 4.2.3.1 Methods of assessing training effectiveness (i.e. students assessment exercises, course evaluation given to students, etc) to be evaluated by the USAF CONUS representative prior to signing the DD Form 250. 4.2.4 Anticipated schedule of milestones for the effort to include availability of subcontractor to perform work. These dates will be coordinated with country to finalize actual Period of Performance (POP). 4.3 Technical Implementation Plan (TIP) The contractor shall provide a TIP prior to contract award with the final details of the work effort. Coordination will be required from the MFT to ensure all parties associated with this TO be aware of and ready to execute the details in the TIP. 4.4 Price/Cost Analysis In accordance with (IAW) FAR 12.209 - Determination of Price Reasonableness, the contractor shall be responsible for obtaining adequate information to support a determination of price reasonableness for all levels of this TO. In the event that subcontractors used to perform this effort refuse to supply adequate information to the prime contractor, they shall provide it to the Contracting Office POC listed at beginning of this SOO. 4.5 Syllabus of Familiarization Training Activities A copy of the syllabus for this training shall be provided at the time the TIP is submitted. 5.0 PERFORMANCE MEASURES 5.1 General measures of Task Order performance are: 5.1.1 Quality/effectiveness of training. 5.1.2 Schedule performance. 5.1.3 Cost performance. 5.2 A Quality Assurance Surveillance Plan (QASP) will be provided as an attachment to the final PWS. 6.0 PERIOD OF PERFORMANCE (POP) The POP for this effort shall include time for travel to and from the training location, the actual training days and seven working days after completion of training to submit all final deliverables to the PMO. The MAF has identified 15 April 2008 through 15 Aug 2008 as the target dates to receive this training. 7.0 WORK SITUATION: 7.1 Place of Performance: CONUS location/s as determined by the contractor. 7.2 Normal working hours will be 0800-1700, Monday through Friday. Overtime, as required in accordance with the training schedule, will be addressed/approved on a case-by-case basis. 7.3 Use of telephone, e-mail, fax services, as needed to perform this request shall be the responsibility of the contractor. 7.4 Acceptance of services performed will be by the Program Manager. 8.0 DELIVERABLES/CONTRACT DATA REQUIREMENTS 8.1 Student Administration. 8.1.1 Contractor shall provide the following documentation to the address below: AFSAT/DOT Attn: Training Program Manager (A. Dondero) 315 J Street West Randolph AFB TX 78150-4354 Email: alan.dondero@us.af.mil NOTE: Forms will be supplied upon contractor’s request. 8.1.1.1 One (1) completed AETC Form 325, Student Accounting Report or contractor equivalent, within five (5) working days of student entry. 8.1.1.2 Complete AETC Form 258, Student Evaluation of Training, or contractor equivalent (with students' signatures) and mail to TPM not later than ten (10) working days after completion of each class of training. Courses exceeding six (6) weeks duration require student evaluations every third week. 8.1.1.3 One (1) copy of the completed AF Form 1256; and a Course Evaluation Report not later than ten (10) working days after course completion. Certificate of Training, shall be provided to students upon course completion (original and one (1) copy). The Course Evaluation Report will be in contractor format and shall include all problems encountered during the conduct of the course, such as deficiencies in subject coverage, documentation, and equipment failures. 8.1.1.4 The contractor shall be responsible for all students training records, (i.e. OJT task proficiency guides (TPGs) through completion of the last course under contract. The records shall be provided to the student(s) after completion of training. 8.2 Contractor shall contact the AFSAT Training Program Manager (TPM) to determine the course of action for the following situations: 8.2.1 If course objective(s) cannot be met. 8.2.2 If the contractor believes that a student should be released from training for any reason, he shall immediately send a message to the address indicated in paragraph 8.1 stating the reasons for request for release and requesting disposition instructions. An information copy will be sent to the Administrative Contracting Officer (ACO) assigned to administer this contract. 8.3 Supplemental Information/Student Training Materials. 8.3.1 Contractor shall submit all instructional material, including course charts/outlines, to the AFSAT TPM for disclosure release and approval before training presentation. All documents must reflect the contract number, course title to include (Name “Host Country Air Force”), document date, “AFSAT Approved for Release” date/number and security classification. 8.3.2 Contractor format for student training materials is acceptable. Contractor shall determine the requirement for the types of training materials to be used in course presentations. Training material shall be based on all applicable and current data. 8.3.3 Contractor shall provide one (1) copy of student training materials, approved for release, to each student during course presentation. 8.3.4 Contractor shall provide the country customer one clean paper copy of the student training materials and instructor teaching materials to include the plan of instruction (POI) or contractor equivalent, considered “reproducible master,” suitable for reproduction on standard commercial photocopy machines. 8.4 The contractor shall ship student training materials to the freight forwarder if the individual student’s training materials exceed a stack six inches high. Contractor shall contact AFSAT/DOT, prior to shipping.
