- The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is seeking Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns relative to this Invitation for Bids (IFB) for construction services under Project #923CM2003, entitled, Great Lakes National Cemetery Expansion, Phase 1B, Holly, MI. The construction project will be located on the grounds of the Great Lakes National Cemetery, 4200 Belford Road, Holly, MI 48442. IFB competition for this procurement is restricted to SDVOSB concerns. SDVOSB construction contractor shall provide all labor, materials, tools and equipment necessary for general construction, grading, gravesites on 35 acres, precast columbarium structures (includes installation of 7,000 niche covers, but not the niche covers themselves; preparation of gravesites for installation of 12,880 double crypts, road work, utilities, signage, site furnishings, fencing, irrigation landscaping, administration office building, maintenance garage building, contractors storage building and the bulk storage building. The anticipated construction completion duration is 730 calendar days from date of issuance of the Notice to Proceed. The estimated cost for this project is between $10,000,000.00 and $20,000,000.00. The North American Industrial Classification System (NAICS) code is 237990 and the Size Standard is $31.0M. SDVOSD concerns must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov Solicitation documents will be available on or about May 22, 2008 and the approximate bid due date June 24, 2008 at 2:00 p.m. local EDT. Award of a Firm Fixed-Price construction contract is scheduled for on or about August 22, 2008. When calling be prepared to state the firms name, address, phone number, email address and solicitation number. All responsible firms may submit a bid, which shall be considered by the Department of Veterans Affairs. Bid documents are available at a nonrefundable cost of $100.00 per set. Only SDVOSB concerns may submit a bid which shall be considered by the Department of Veterans Affairs. SDVOSB concerns must ensure they submit the necessary bonds with their proposals. Please register for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential bidders are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-BID CONFERENCE A Pre-Bid conference will be held on June 10 at 9:00 AM at the Great Lakes National Cemetery, 4200 Belford Road, Holly, MI 48442, Phone: 248-328-0386, FAX: 248-328-0612. Look for signs indicating contractor meeting and parking. A site visit will be conducted immediately following the pre-bid conference.
