Description
This announcement is a Request for Information (RFI)/Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) of any kind. Further, the FAA is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this RFI/Market Survey announcement. Therefore, any costs associated with RFI/Market Survey submissions will be solely at the interested party's expense. The Federal Aviation Administration (FAA) is conducting market research to determine the capabilities and interest of vendors to fulfill FAA's need to upgrade critical components associated with the Alaskan Satellite Telecommunication Infrastructure (ASTI) - formerly Alaskan NAS Interfacility Communications System (ANICS). The specifics of the procurement method have not yet been determined. Because of the potential for a limited vendor base and geographical challenges associated with providing equipment and support services in Alaska, the FAA is considering alternative procurement strategies for the modernization of ASTI to include the following: A contract award to an integration firm who will be the primary interface to the Government and manage the overall effort of any subcontractors.Multiple contract awards for the upgrade of ASTI. Multiple contract awards for equipment where the FAA may use existing resources to upgrade ASTI. The market survey responses will provide information for the FAA to consider in choosing its procurement method. The FAA may decide to conduct full and open competitions, limited competitions, sole source, or set aside all or part of the procurements for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. This market survey, however, does not commit the FAA to any future acquisition activity. The estimated value of the potential contracts is $31,000,000. The FAA anticipates contract awards not later than 3rd quarter of fiscal year 2009. Interested firms are advised that the value of the potential contracts represent estimates only. Interested firms must be able to provide equipment and support services necessary to upgrade critical components associated with ASTI. The equipment and support services provided under these proposed acquisitions may include, but not be limited to, the acquisition of equipment, program and implementation planning, scheduling, site surveys, documentation development, integration and test, equipment deployment and equipment installation and checkout, training, and limited operations and maintenance. To assist the FAA in its acquisition planning, interested firms are requested to provide the following information: 1.Capability Statementa.List your capabilities and resources to provide all or some of the work described in the attached work requirements (Attachment A).b.Indicate whether you currently provide any related equipment or service to customersc.List your experience with satellite communications.d.Describe your experience providing real-time network monitoring systems, including associated information system security tools.e.Describe any experience you have providing equipment, logistic support, construction, or support services in Alaska, including remote areas.f.Based on the information contained in Attachment A, describe your programmatic approach to providing equipment and support services (in-house, integrator, subcontractor, etc.) 2.Business Declaration form.
