- Project 516-08-419Replace Intercom System Building 23, Dental Combined Synopsis/Solicitation (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii)The purchase request number is VA-248-08-RQ-0296 and the solicitation is issued as a request for quotation (RFQ). (iii)This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-25. (iv)This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 238210, and the small business size standard is $13.0 Million. (v)This requirement consists of two line items: (a) Equipment needed to replace intercom system in Bldg 23, and (b) Labor needed to replace intercom system in Bldg 23. (vi)Description: This requirement is for the turn key replacement of an existing intercom system in our Dental Services Building 23 in accordance with the Statement of Work (SOW and general requirements are attached). (vii)All work will be conducted at the Department of Veterans Affairs Bay Pines Veterans Healthcare System, located in Bay Pines, Florida. Period of performance: actual installation of the equipment and removal of previous equipment, to include final acceptance by the government, will not exceed 60 calendar days from the equipment delivery date. (viii)The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. (ix)The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Evaluation procedures outlined in FAR Part 12 and 13.5 shall apply to this acquisition. The following factor shall be used to evaluate offers: (1) price. The Government shall evaluate offers for award purposes for the total price of the requirement. The contractor certifies that it can meet the period of performance by submitting a quotation. (x)The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this solicitation. The offeror has completed the annual representations and certification electronically via the ORCA website at http://orca.bpn.gov. (xi)The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this solicitation. (xii)The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b and C are considered checked and applicable to this acquisition: B15, B16-B22, B25, B27, B29, B34, and C1-C2. (xiii)The clause at 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration, applies to this acquisition. (xiv)Any vendor requesting a site visit must contact the contract specialist at william.pike@va.gov in order to arrange for said visit. (xv)Only electronic proposals will be accepted.
