Description

The Air Force Research Laboratory Information Directorate, Rome, NY intends to solicit and negotiate a sole source purchase under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1 with 3S Group Inc, 125 Church St NE Ste 204 Vienna, VA 22180. The items to be purchased are: 2 each Enhanced CAW Adapters with Type 2 Cryptographic Support Server (T2CSS), CADIE Software, T2CSS-8 Processor, Warranty, and Warranty Maintenance. Though this Notice of Intent is not a request for competitive proposals, information received by the response date of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The NAICS code for this procurement is 334111. Sole Source Justification: The government requires the ECA and T2CSS to provide an accredited/certified organization message handling system for Defense Messaging System (DMS) message traffic. 3S Group is the only known source for this equipment which is accredited/certified by the National Security Agency (NSA) to fulfill the functionality and security features required for integration into DMS. Additionally, the 3S Group T2CSS has been NIST FIPS 140-1 certified and approved by the DISN Security Application Working Group (DSAWG) for operation within DMS. Thus the 3S Group system is the only system that can meet the security and scalability requirements to support the DMS infrastructure.
