Description
Request for Proposal (RFP) # 08-JC-REG2-POTOM for the operation of the Potomac Job Corps Center located in Washington, District of Columbia, will be issued on or about June 4, 2008. The requirement will be solicited as a 100% Set-Aside for Small Business, COST PLUS INCENTIVE FEE procurement for the following services: The contractor shall operate the aforementioned Job Corps Center which includes provisions for academic, vocational, social skills, career preparation, career development training, and related support services for an estimated total of 480 students categorized as follows: 170 residential female students, 270 residential male students, 20 non-residential female students and 20 non-residential male students. The Contractor shall provide Post-Center Career Transition Services annually for 750 youth [600 graduates and 150 former enrollees] returning to the District of Columbia and Northern VA. Job Corps targets disadvantaged youth ages 16 to 24 years of age. The successful contractor shall also provide overall center management, procurement management, property management, facility operations, maintenance services, and security. All activities shall be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. The successful contractor will operate the Potomac Job Corps Center with the services shown above for a two year base period beginning 3/1/2009 through 2/28/2011 Additionally, the contract will include the Government’s unilateral right to exercise three successive one year options. North American Industry Classification System (NAICS) code for this acquisition is 611519. The small business size standard is $32.51M. A Site Visit/Walk Thru is on June 24, 2008 at 11:00 am LOCAL TIME at the Potomac Job Corps Center located at #1 DC Village Lane SW, Washington DC 20032. Phone: (202) 373-3102. A Pre-proposal Conference to review the RFP will follow the Site Visit/Walk Thru. The RFP is only available by downloading from the Federal Business Opportunity website at www.fedbizopps.gov. We recommend that you download a copy and bring it with you to the conference. Questions regarding the RFP should be submitted by e-mail, prior to the conference, to the Contracting Officer or Contract Specialist. Written proposals in response to this RFP must be received at the US Department of Labor/OASAM Office at 170 S. Independence Mall West [The Curtis Center] Suite 600 East, Philadelphia, PA 19106 by 3:00 p.m. Local Time on July 25, 2008. The submittal package should be marked ATTN: Gary Schwartz, Contract Specialist. Oral presentations may also be required with an anticipated date during the week of Sept. 19, 2008. It is requested that all contractors planning to attend the Site Visit/Walk Thru and Pre-proposal Conference notify Mr. Gary Schwartz, Contract Specialist by e-mail of their intention to attend and the number of participants: schwartz.gary@dol.gov It is also requested that each company limit the number of participants to 3 or at most 4 attendees.
