Description
CLASSIFICATION CODE: 91 - Fuels, lubricants, oils, and waxes The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted supplies and/or services, unless specified as provided by the Government. Contractor tasks include provision of the following: 1) 8100 gallons of 100LL aviation fuel; 2) 131 gallons of Jphillips XC25W60 engine oil; 3) 55 gallons of aeroshell 25W60 engine oil; 4) 7 gallons of aeroshell 100 engine oil; 5) 1 gallon of Mobil jet II mil spec PFR 23699 engine oil; 6) 32 gallons of aeroshell W120 engine oil; 7) 5 gallons of Phillips 25X60 radial engine oil; 8) smoke oil pumping system (provide the use of one pump and manpower to dispense smoke oil - smoke oil not included). Oil shall be provided in quarts or 1 - 2.5 gallon jugs. Delivery of aviation fuel options include: All fuel delivered/distributed to McGuire AFB (most desirable); at least 2700 gallons aviation fuel delivered/distributed to McGuire AFB and remainder distributed at a fixed base operator's airfield (second most desirable); all aviation fuel distributed at a fixed base operator's airfield (least desirable). Contractors submitting a quote and planning on distributing all or some of the aviation fuel from a fixed base operator's airfield must submit the following airfield characteristics with their quote: distance of paved runway; precision instrument approach capability; and distance in nautical miles from McGuire AFB, NJ. This is a commercial acquisition. This solicitation is a request for proposal and is issued as unrestricted under Standard Industrial Classification (SIC) code 5172, NAICS code is 424720 and the related Small Business Size Standard is 100 employees. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award. Solicitation will be issued on or about 8 May 2008. Due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS) Website at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 305 CONS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to this solicitation. All responsible sources may submit a proposal, which, if timely received, must be considered by the agency. All prospective offerors interested in submitting a proposal on this solicitation must have a Commercial and Government Entity (CAGE) code. IAW AFFARS 5352.201-9101: OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Michael Jackson, HQ AMC/A&K, 507 Symington Drive, Scott AFB, IL 62225-5022, Phone: 618-229-0267, fax: 618-256-6668; email: michael.jackson@scott.af.mil. at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
