- Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest of Service-Disabled Veteran-Owned small businesses to install new underground electrical lines, vaults, pad mounted switches, transformers, street lights, communication copper and fiber lines, power poles with risers, conduits, demolition of over head lines and utility poles, throughout the base cantonment area. The contractor is required to video tape all areas prior to the start of work and document existing conditions and provide two copies to the government. Work also includes directional boring/jacketing under the roads as shown on the drawings and restoring or patching all asphalt or concrete side-walks, parking lots, or roads and improved areas disturbed by the work. This project is to update Fort Carsons electrical distribution switching capabilities and provide backup loops to add redundancy to Fort Carson Electrical system. The NAICS code for this procurement is 237130 with a size standard of $31,000,000.00. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All parties are advised that this project may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation, and final award. The work is considered to be construction work and Davis Bacon requirements will apply. The estimated magnitude of construction for this procurement is between $1,000,000.00 and $5,000,000. The successful contractor must be able to provide 100% performance and payment bonds. In responding to this sources sought, please indicate your: (1) interest and ability to do the above work to include past performance examples with similar types of projects of this nature and scope (2) if your business is 8(a), Service-Disabled Veteran-Owned, and/or HUBZone certified, large, or small. (3) Past experience performing this type of work. (4) Bonding Capacity (5) Company information to include Company Name, Physical address, Phone Number, and E-mail address. Submit this information to the POC below, preferably via e-mail. Release of a synopsis of the requirement is anticipated May or early June 2008. An actual solicitation is anticipated to be issued in June 2008. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov at that time. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under Interested Vendors List. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs.
