N00164-08-R-JN36 12 GAUGE FLASH/BANG CARTRIDGE - FSG 13 - NAICS 332992Issue Date 20 MAY 2008 - Closing Date 30 SEP 2008 This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY SOURCES SOUGHT SYNOPSIS Naval Surface Warfare Center, Crane Division is issuing this sources sought announcement as part of a market survey for 12-gauge cartridges with non-lethal airburst flash-bang projectiles to provide warning signals. Potential 12-gauge cartridges should be capable of the following general characteristics: 1.One 12-gauge cartridge configuration with an airburst distance of 100-meters +/- 10 meters, and one with an airburst distance of 200-meters +/- 20 meters.2.Projectile airburst azimuth within 2 of the shotgun aim direction.3. Non-lethal to personnel within 20 meters of projectile airburst.4.Projectile sound output of 172dB at 5 feet from airburst.5.Projectile peak light output of 4 million candlepower.6.Operate safely and reliably at temperatures from -20F to 125F.7.Operate safely and reliably after water immersion.8.Operate safely and reliably after exposure to various environments of MIL-STD-2105C, MIL-STD-810F, and MIL-STD-331C.9.DOD hazard classification of 1.4 for ammunition.10.Military packaging and markings. If cartridges with non-lethal airburst distances of 300-meters or farther capability exist, interested sources are encouraged to provide information. However, the Navy currently has no requirement for 12-gauge cartridges with 300-meter or farther distances capability.All interested parties should submit a description of their product(s), literature, company information, references, pricing and any other pertinent information for the Governments consideration by 30 September 2008. Product information should include design and performance characteristics and compositions of energetic materials. It should be noted that during the evaluation of all information submitted, the Government may utilize employees from Science Applications International Corporation (SAIC) and Booz Allen Hamilton as advisors to the Government evaluators.This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
