Description
NASA/LaRC has a requirement for a Digital Microscope that complies with theattached specifications. (See Attachment 1). The HyBoLT program, tasked with designinga flight experiment that explores issues associated with hypersonic boundary layertransition, is in need of a digital microscope for allowing highly accurate surfacemeasurements and repairs of the test article prior to flight. The digital microscopewill be used to document any 3-D surface defects associated with Side A of the vehicle.The digital microscope will also be used to observe the state of the surfaceinstrumentation and to facilitate any repairs as needed for Side B of the vehicle. Thedigital microscope is required to be portable, in order to be used on site at the WallopsLaunch Facility, and provide highly accurate 3-D surface scans using a range ofmagnifications (0-5000x). Delivery is required by 2 June 2008. The microscope is required for work to be performed2-6 June 2008 to support the launch of the HyBoLT rocket at Wallops Island in mid-July2008. The microscope is needed by 2 June 2008 for emergent work to document surfacedefects in the payload for that rocket launch.The microscope will also allow the launchteam to fix some required sensors in a timely manner for the rocket launch. The payloadis only available for this work 2-6 June 2008. NASA/LaRC intends to purchase the items from Keyence Corporation. Keyence Corporation ofAmerica to be the only known supplier capable of providing a highly portable digitalmicroscope system for field use capable of ultra zooms to 5000x and resolutions of 2000TV lines with 18 million pixels. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 27 May 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
