- The U.S. Army Test and Evaluation Command intends to award a sole source contract pursuant to 10 U.S.C. 2304 (c) (1), as implemented by 6.302 to Bliley Technologies, 2545 W. Grandview Blvd, Erie, PA, to research the potential application of ovenless, orthogonal, adaptive, self-calibrating, quartz-crystal oscillator ensemble technology to provide Time-Space-Position Information for dismounted soldiers in a GPS-denied environment by Army Test and Evaluation Command. This effort's focus is research & development of a quartz-crystal oscillator ensemble-based timing/IMU by Army Test and Evaluation Command. The NAICS code is 334419 with size standard of 500. The proposed contract action is for end items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will only consider the proposals received within forty-five days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information received will be used only for determining whether to conduct a competitive procurement. All responsible sources may identify interest and capability by responding to this requirement or submit a proposal. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number.
