- Notice of intent to negotiate on a sole source basis with L3 Communication Corp., Alpharetta, GA to design, fabricate, test and deliver upgrade Portable Air Defense Simulators (PADS) systems for the Navy Tactical Training Ranges (TTRs). The PADS are used by NAS Fallon, Pacific Missile Range Facility (PMRF), MCAS Yuma, and Southern California Offshore Range (SCORE) to train air crews against shoulder-launched missiles. The systems are based on foreign procured SA-16 and SA-18 shoulder mounted heat seeking missiles and all necessary launched equipment. Currently the TTRs have a mix of old style. PADS, XM-18A, PADS1, PADS2; and PADS-Lite A systems that are not compatible with one another nor are they easily supportable due to obsolescence. The goal of this program is to upgrade/sustain the equipment to a new configuration, providing system commonality, while removing component obsolescence and enhancing operation and system reliability. Enhancements include replacing the Scoring System with a digital recording device in lieu of the current VHS recording device, a daylight readable monitor in lieu of the existing display, and a streaming video output to support remote viewing. This new system will be called the PADS-Lite B system.The requirement will be a sole source action to be awarded as a new contract to L3 Communication Corp to upgrade/modify the existing PADSs. L3 Communication is Original Equipment Manufacturer (OEM) that converted the Foreign Military Equipment (FME) into the current systems. L3 Communication has the proprietary schematics and designs and is the only known source capable of performing the full range of required modification tasks. A Firm fixed price Indefinite Delivery Indefinite Quantity type contract is anticipated. The authority for this sole source action is U.S.C. 2304(c) (1), as implement by FAR 6.302-1. A determination not to compete this requirement is within the discretion of Government. This notice is for information only. It is not a request for proposals or a solicitation of offers.
