Description
This is a SOURCES SOUGHT NOTICE (not a Presolicitation notice pursuant to FAR Part5) to identify sources that can perform Fire Trainer Maintenance Services. The NAICS for this solicitation is 811310. This is a commercial request for the following services: Mobile Aircraft Fire Trainer Inspection, Maintenance, and Repair. The agreement must include the following requirements: Inspect, maintain & repair Creech AFB Fire Department Kidde FT, 3 story Structural Fire Training Tower (T5), and Creech AFB Fire Department Kidde Mobile Aircraft Fire Trainer (MA) with all present accessories and features. Services Non-personal: Contractor shall provide all necessary supplies, materials, equipment, transportation, labor, supervision and all else required to conduct service inspection, preventative maintenance, and/or repair on all areas of fire department structural training facility and Mobile Aircraft Fire Trainer located at Creech AFB, 40 miles north of Las Vegas, Nevada. Inspection and service will be accomplished in accordance with National Fire Protection Association (NFPA) Standards and manufacturer's requirements to meet all Federal OSHA standards and State regulations. The period of performance for this requirement is 1 Jul 2008 to 30 Jun 2009. Service/inspections are to be accomplished twice during the year on each unit, at a pre-determined interval between contractor and Creech AFB Fire Department. All inspection visits will be by trained technicians. Technicians will evaluate the fire training equipment and implement all scheduled adjustments and parts replacement to ensure that the training systems are maintained and operational. Upon completing inspections, the fire training equipment T5 and MA will be certified safe to use in accordance with NFPA, OSHA and manufacturer's recommendations. Service will include the following but is not all-inclusive: 1. Check Operational performance of all fireplaces and make adjustments as required. 2. Clean and/or replace all filter elements. 3. Inspect all fans, blowers and lubricate all bearings. 4. Inspect all pilot spark igniters and replace as required. 5. Inspect and calibrate all gas detection assemblies and replace sensor elements as needed. 6. Inspect and adjust all smoke generators. 7. Inspect programmable logic controllers, and replace batteries. 8. Clean all equipment cabinets. 9. A minimum of two service visits during the year, at 6 months intervals. 10. All repair materials to be provided by the contractor. All contractors must be registered in the Central Contractor Registration (CCR) database to receive a DOD award or payment. Lack of registration in CCR will make an offeror ineligible for award. This survey is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not considered a commitment by the government. The government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey.
