Description
Under the authority of FAR 6.302-1, The Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD), Lakewood, CO, intends to negotiate a sole source contract with Capstone Planning and Control, Inc., 11001 West 120th Avenue, Broomfield, CO 80020, for the acquisition of Database Analyst/Developer services. FHWA-CFLHD intends to procure the services of a Database Analyst/Developer that has strong working experience with Microsoft (MS) Access, SQL, Crystal Reports, and MS Office applications. Additionally, a working knowledge of FHWA’s financial accounting system (DELPHI), FoxPro (Tanda), and Discover is highly desired. CFLHD has been using a MS Access application named Project Analysis and Reporting System (PARS) for the last 3 years to manipulate project data from various database sources. The output is customized project delivery reports. The database analyst/developer will advance the development of PARS, maintain the existing database structure and reporting capabilities, as well as develop and maintain new reports. A good understanding of how FHWA’s accounting system is structured is essential to not only mining the correct data, but to identify erroneous and insufficient information. Also, key is experience with project management information systems CFLHD is currently using Primavera P3e/c and work breakdown structures. CFLHD also uses Microsoft Windows XP Professional operating system, Microsoft Office applications, and Oracle. The primary products required are a series of reports that can be generated on-demand, including project performance measurements, resource analysis, historical cost and schedule data, budget, and financial reports. Tasks identified below are not placed in any priority and will be accomplished in a reasonable order that expedites the improvement and maintenance of the project management information system. Period of performance for each task will be established during the contract year to allow for the evolution of the system. The following task descriptions generally describe the work to be accomplished: Provide technical expertise in custom reporting and data mining solutions. Responsible for: Creating custom reports and SQL stored procedures, responsible for the design, development, delivery, and monitoring of the custom reports; Custom reporting/data mining solutions; reviewing the feasibility of custom reporting solutions; Conducting research and provide advice to other information systems professionals regarding the collection, availability, and suitability of data. Work with users to understand data access and integration needs; Developing and maintaining database solutions for, Business Intelligence, Data analysis, Database reporting, Data warehousing and Database replication using SQL databases; Ensuring the integration of systems through the database structure; Monitoring database reporting procedures; Troubleshooting and resolving database and data problems; and Collecting and documenting user's requirements. Develop and maintain the current Microsoft Access information system. Continue development and maintenance of the Project Analysis and Reporting System (PARS) used to integrate and manage project-related data. The primary use of the system is to combine project information, labor and non-labor, from the FHWA’s financial accounting system (DELPHI), the Project Management Information System (PMIS), Discoverer, and FoxPro. This combination of data is to create timely and accurate reports. MS Access or Web Browser Data Entry Screens. Develop and maintain either MS Access or web browser forms for data entry and editing by CFLHD personnel. Design these forms to include filtering capabilities to provide ease-of-use. At a minimum, PARS will have single-user capability, so that one person can enter data into the PARS database. Report Generation. Advance PARS capability to generate reports that centralize organizational project delivery information. Report Maintenance. Maintain and update current reports generated through PARS to reflect changes made to financial accounting file structure and format improvements. Updates will be required as Delphi/Discoverer/Business Objects/FoxPro/Castle/PMIS systems change. FLH Annual Report Support. Create schedule, budget, and project accomplishment datasets for automatic data extraction for the FLH Annual Report. Include quarterly update capability for CFL internal reviews. Training. Provide technical guidance, informal training, and general assistance to CFLHD Project Delivery staff in the operation of PARS and in the understanding of data provided through PARS. Training is given on an as needed basis and is coordinated with training efforts provided by Project Control Analysts. Develop and maintain a reporting process that collects historical hours and costs from the PMIS. Translate Primavera information into usable reports. In addition, develop and maintain a process using the existing CFL database to collect historical costs from project related Architect/Engineering (A/E) contracts. Structure the application to allow Project Managers to input data through PARS. The data is currently maintained in A/E Fee Estimate Labor Cost Excel spreadsheets. Develop a report format that resembles the A/E Fee Estimate Labor Cost Excel spreadsheets. Resource Analysis Report. Develop a monthly resource analysis report with the capability of showing resource availability by individual or functional discipline. The report will provide the: Total Limit of Availability, Total Allocation, and Total Under/Over allocation. In addition, depict the allocation data graphically. The report will also provide an overall functional group assessment of the Schedule Performance Index and Cost Performance Index. The report will provide an overall view of the program to assist in determining in-house capabilities for current and out-year projects. Separate functional discipline reports will need to be generated to provide the level of detail necessary for complete understanding of the data by CFLHD project delivery staff. Budget Estimate System and Reporting. Continue to integrate budget data with the PMIS. Advance the development of project specific Budget Reports and subsequent Budget Summary Reports for use by Planning and Programs (P&P). Develop the file type and format to meet the needs of P&P. Generate the reports to provide accurate and current resource, schedule, travel, miscellaneous expenses, agreement, and task order data at the time of the budget call. Generation of the report must allow for user filtering capabilities: functional manager, delivery method, funding source, etc. Performance Measures. Develop, maintain, and update performance measurement tracking applications using the PMIS and PARS, such as periodic comparison of baselining projections versus actual completion dates, durations, resource utilization, earned value analysis, and other indicators. Generation of performance indicators will be on a monthly basis. Provide the system modifications and support to perform earned value analysis (EVA) and reporting. Interim reports may be necessary to account for variability in project data. One such report would be the generation of a Variance Analysis Report (VAR) to track performance trends. The VAR would be used to summarize project SPI and CPI scores and provide comment fields for explaining project issues and actions taken. The report would be used to track past, current, and future project health issues. Timesheet Report Maintenance. Maintain timesheet reports to support Primavera Timesheets. Updates will be required to support migration to Castle payroll system and phase-out FoxPro Payroll and Account Table. Document Entire Project Analysis and Reporting System (PARS) into a System/User Manual. Document procedures and protocols used within the PARS software to keep data accurate and consistent. This includes describing report formats and data definitions. CFLHD & National Park Service (NPS) Project Status website data. Coordinate with CFLHD’s Webmaster to link key PMIS project data directly to CFLHD/NPS websites. Coordination with other CFLHD and NPS staff is required. Database Integration. Connect project information residing in the various databases using PARS to generate comprehensive reports. Coordination with CFLHD’s Oracle programmers will be necessary. Project Controls Team Support. Provide one-time reports, trouble-shooting, and other support to the Project Controls Team (e.g., remove orphaned records from P3e/c database, system recommendations, analysis, and advise). Specific skills and knowledge: Bachelor's degree in Computer Science, Mathematics, or Engineering (or equivalent work experience) 5 plus years of experience in database analysis and development Proficiency working with SQL 2000 and SQL 2005, specifically in the areas of query and stored procedure development Knowledge of FHWA’s accounting systems is highly desired. Knowledge of project scheduling systems, i.e., Primavera is highly desired. Knowledge of data management principles and data modeling concepts. Knowledge of formal data structure design, relational database design, and file structure. Ability to design data structures to maximize efficiency and flexibility. Ability to perform database maintenance tasks, develop access routines, and maintain dictionary. Must demonstrate a clear understanding of the logical and physical database design (for both transactional and data warehouse) and the data normalization concepts Ability to identify and resolve software/hardware interface problems, data requirements, and access methods. General knowledge of network configuration, programming, and protocols. Strong computer skills in MS Office applications. Extensive experience in MS Access, MS Visual Studio, and Crystal Reports. Ability to identify and troubleshoot data related issues. Experience in defining, developing, and completing projects independently with strict attention to detail. Must have a teamwork-focused attitude and be skilled at building relationships Experience gathering and analyzing user requirements. Strong verbal communication skills and proactive attitude toward research and troubleshooting Strong time management and timely follow-up This is not a formal solicitation. This notice is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement proposal, or quotation, which shall be considered by the agency. If no challenges to acquire these items are received by 4 p.m. MDT, June 3, 2008, the Government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
