Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA, intends to enter in negotiations for an IDIQ contract with an ordering period of five years on an other than full and open competition basis to Northrop Grumman Corporation (NGC). Approximately 75% of the contract will be FFP, and approximately 25% of the contract will be CPFF LOE. The requirement is to provide Litening Pod System Upgrades and Demonstrations for the United States Navy, including EA-6B, and the United States Marine Corps, including AV-8B and F/A-18, for operational use and enhancement of the NGC Litening Targeting Pod. This acquisition will be for a maximum quantity of seven (7) each Litening Pod Operational Flight Programs (OFPs), and approximately 12,000 hours for incidental services, studies, analysis, and demonstrations. Typical delivery schedule for an OFP is eighteen (18) months, and the delivery schedule will be specified within the individual orders. This requirement is limited to NGC as it is the only United States agent authorized by the Litening Pod's developer, Rafael Advanced Defense Systems, LTD, for the manufacture, sale, and support of Litening Pods. Only NGC has the technical data, software, knowledge, skills, and expertise required to provide upgraded capabilities in the Litening Pod. Contract Line Item Number 0001 will be CPFF and will provide for the requirements definition, proposal preparation, and both government and contractor engineering support. Contract Line Item Number 0002 will be FFP and provide for the delivery of OFP software. Delivery will be Freight on Board (FOB) Destination, China Lake, California. Any companies believing that they can provide the above listed Litening System Upgrades and Demonstrations may submit a written response clearly showing their ability to do so to be received at the contracting office no later than 07 July 2008. All responsible sources may submit a proposal which shall be considered by the agency. Award of this contract is expected to be on or about 15 September 2008.
