Description
Solicitation No. W81XWH-08-R-0023 will be issued on or about 4 June 2008 and proposals will be due on or about 3 July 2008 at 3:00 p.m. E.S.T. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments ON OR ABOUT 4 June 2008 at the following website: http://www.usamraa.army.mil (click on Products, then Solicitations). The solicitation will also be posted on the Army Single Face to Industry Acquisition Business Website: https://acquisition.army.mil/asfi/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: http://www.ccr.gov or by calling 888-227-2423. This procurement is UNRESTRICTED AND IS NOT set aside for small business concerns. The North American Industry Classification System (NAICS) code for this procurement is 541690 with a size standard of $6.5M. Performance-Based Statement of Work for Avian Influenza/Pandemic Influenza (AI/PI) and Other Emerging Disease Surveillance: The contractor shall provide support to the Armed Forces Health Surveillance Center (AFHSC)/Department of Defense (DoD) Global Emerging Infections Surveillance and Response System (DoD/GEIS). The contractor shall support the AFHSC/DoD-GEIS Avian Influenza/Pandemic Influenza (AI/PI) and Other Emerging Disease Surveillance in six major areas, to include: 1) lease building to accommodate avian/pandemic influenza mission; 2) provide functional activity support to DoD/GEIS; 3) data analysis, interpretation, and reporting capabilities in support of AI/PI missions; 4) transportation of specimens to serum repository; 5) operations research cell at AFHSC for refined ESSENCE development; and 6) surge capacity and overseas support activities. These tasks support the National Strategy for Pandemic Influenza of November 2005 and the resulting implementation plans and support infrastructure. The missions of the two major DoD organizations overseeing Avian Influenza/Pandemic Influenza (AI/PI) and Other Emerging Disease Surveillance are provided as follows: AFHSC: The Armed Forces Health Surveillance Centers main functions are to analyze, interpret, and disseminate information regarding the status, trends, and determinants of the health and fitness of U.S. military (and military-associated) populations and to identify and evaluate obstacles to medical readiness. AFHSC is the central epidemiological resource for the U.S. Armed Forces providing regularly scheduled and customer-requested analyses and reports to policy makers, medical planners, and researchers. It identifies and evaluates obstacles to medical readiness by linking various databases that communicate information relevant to service members experience that has the potential to affect their health. (http://afhsc.army.mil/index.asp) DoD-GEIS: The mission of the DoD Global Emerging Infections Surveillance and Response System (DoD-GEIS) is to conduct surveillance and response for emerging infectious diseases in DoD beneficiaries as well as foreign military and in foreign civilian populations through project-driven proposals which are implemented by its partner institutions and laboratories in the continental United States (CONUS) and overseas. DoD-GEIS focuses on diseases that threaten U.S. forces and their families, including newly appearing infectious agents or well-known agents that are increasing in incidence or geographic range. (http://www.geis/fhp.osd.mil) The GEIS strategic plan is based on the following four goals: 1) surveillance and detection; 2) response and readiness; 3) integration and innovation; and 4) cooperation and capacity building (including training). The contractor shall provide on-site support specific to the requirements of the AFHSC/DoD-GEIS for the implementation support of the specified DoD Pandemic Influenza Preparedness and Response Tasks outlined in the DoD Pandemic Influenza Implementation Plan. The contractor shall maintain the established infrastructure and capabilities necessary to enable detection and analyses of disease outbreaks and respond to inquiries from the medical/health authorities from the three military service medical departments, Federal medical agencies, and other DoD-associated activities). The AFHSC and DoD-GEIS are expected to be able to analyze, interpret, and disseminate information received during the conduct of routine lab-based and record based surveillance activities as well as study project-specific epidemiologic data collection in support of outbreak investigations and/or other epidemiologic studies conducted among DoD beneficiary and civilian populations. The contractor shall complete the majority of the tasks in the performance-based statement of work at 2900 Linden Lane, Silver Spring, MD 20910. The contractor may be required to accomplish some tasks at other locations. The Contracting Officers Representative (COR) will provide specific direction on a task-by-task basis. All offerors must provide a written technical proposal discussing specified technical evaluation factors and cost proposal. This is a competitive acquisition for the award of a cost plus fixed-fee contract consisting of a one-year base year and four (4) one-year option years. Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government. This will be accomplished using the best value approach of subjectively evaluating non-priced factors, analyzing price, and possibly selecting for award other than the lowest-priced offer utilizing the trade-off process.
