Description
To ensure that NSTec administers its defined benefit plan in accordance with its plan document, NSTec is interested in upgrading its retirement benefit calculation process. To accomplish this goal, NSTec is interested in receiving detailed information on co-sourcing, outsourcing, and other retirement benefit calculation solutions Subcontractor offers to ensure that NSTec provides accurate retirement benefits to eligible plan participants. Effective July 1, 2006, NSTec was awarded the Department of Energy (DOE) National Nuclear Security Administration (NNSA) prime contract to manage the Nevada Test Site contract. NSTec assumed sponsorship of the Bechtel Nevada (prior contractor) defined benefit plan. When Bechtel Nevada was awarded the Nevada Test Site contract in 1996, it assumed sponsorship of three former contractor pension plans; these plans were merged into a single plan in 1997. There are approximately 1,996 active plan participants, 25 disabled participants, 38 frozen active participants, 2,291 term vested participants, and 2,947 participants currently receiving a benefit. NSTec must perform several retirement calculations for those employees who have service with a prior contractor. The current process is cumbersome and manually intensive. The NSTec Employee Retirement Plan Summary Plan Description, the EG&G Energy Measurements Employees Retirement Plan SPD, the Retirement Plan for Employees of Reynolds Electrical & Engineering Co., Inc. SPD, and the Raytheon Services Nevada Employee Pension Plan SPDs are attached as reference. Subcontractor shall provide detailed information on alternative retirement benefit calculation solutions that Subcontractor can provide to NSTec to ensure that accurate and timely retirement benefit calculations are performed for eligible employees. Co-sourcing, out-sourcing and other solutions will be considered. NSTec expects that Subcontractor has appropriate systems, processes and procedures in place to ensure best-in-class deliverables. Subcontractor is also expected to assign Key Personnel to this subcontract that have the appropriate credentials, knowledge, skills, and experience to ensure that all work is of the highest quality, that NSTec achieves the best value for services received, and that all tasks are completed within established deadlines. Interested parties are to provide a summary within 7 days followed by the detailed information qithin 14 days.
