Description
This is a synopsis for construction prepared in accordance with FAR Subpart 5.207. The United States Air Force intends to solicit proposals to construct a transformer substation at Morón AB, Spain. The proposed solicitation number is FA5575-08-R-0005, Request for Proposal. This procurement is a NOT a Set-Aside. The North American Industry Classification System (NAICS) code is 237130 Power and Communication Line and Related Structures Construction, the size standard of which is (Not to exceed) $31,000,000 in annual receipts. DESCRIPTION: Contractor to provide all labor, tools, equipment, material and transportation necessary to remove existing transformer and electrical hardware on end of line pole, including fuses, lightning arresters, wooden crossarms and grounding; disconnect existing low voltage electrical lines; supply and install concrete pole and electrical hardware at various locations; supply and install: steel piping, high tension feeder line, prefabricated transformer center- including grounding system and auxiliary services, 315KVA transformer, high voltage metalclad riser panel (GAME), transformer protection panel (QM), low tension panelboard, manholes, new low tension conduits, electrical power lines, and accomplish emergency generator concrete pad. In accordance with FAR Subpart 36.204, disclosure of the magnitude of is between $100,000 and $250,000 to accomplish the work required. The expected resulting award is Firm Fixed Price (FFP) contract and is expected to consist of a single period of performance of approx. 300 calendar days. PLACE OF PERFORMANCE: Morón AB, Spain, approx. 45km south east of or 40 min away from Sevilla, Spain. IMPORTANT: A site visit will be conducted; the time and date of which will be announced in the solicitation document. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 21 May 08. The ancipated solicitation closing (response) date is 20 Jun 08. FOREIGN VENDORS: All communications regarding this notice, including any specifications, plans or drawings, and the solicitation itself, shall be in English. In order to be awarded a contract by the US Government, an offeror must be registered in the Central Contractor Registry (CCR). Registration is free and can be made online at www.ccr.gov. Note that you must have a Data Universal Numbering System (DUNS) Number before you can register. Offerors in Spain can obtain one by calling 902 446 688. Foreign vendors will also need a NATO Commercial and Government Entity (NCAGE) Code to register. You can obtain a NCAGE code by filling out the form found at www.dlis.dla.mil/Forms/FormAC135.asp. Failure to be CCR registered at time of award may delay the award and depending on the need of the government may be cause to award to the next qualified best value offeror already registered. However, do not delay submitting your proposal pending confirmation of registration. STATESIDE VENDORS: In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore any company anticipating interest in future projects should immediately begin the processes that will be required by contacting the Delegation of Industry at either of their two offices in the Madrid or Andalucia provinces.
