Description
1. GENERAL INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. The top rated firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. A-E services are required for Site Investigation, Planning, Engineering Studies, Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and all other related information for the subject project. This announcement is open to all qualified professional A-E firms (no set aside restrictions). North American Industrial Classification System code is 541330. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in Jun 2008 and design estimated to be completed by May 2009. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR) Register via the CCR Internet site at http://www.ccr.gov. 2. PROJECT INFORMATION: The successful Architect/Engineer firm shall provide design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and all other related information for Project 655-08-102 and 655-08-103, Upgrade Primary Electrical Distribution System and Correct Electrical Deficiencies Bldg 3 & 4 at the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. Project specifics: BUILDING 3: a. Construct a 16 square foot data/telephone communication closet on the Basement level of building 3. Pull in new Cat5 cable from all wall jacks as required as a result of closet and HUB relocation. Pull in new 6 pair fiber optic cable to buildings 2, 3, 4, and 30 as required as a result of closet and HUB relocation. BUILDING 4: b. Construct a 25 square foot data/telephone communication closet. Pull in new Cat5 cable from all wall jacks as required as a result of closet and HUB relocation. c. Construct a 32 square foot (minimum) electrical closet on the first floor of building 4. Main panel is wall mounted and has steam piping mounted directly above panel. SITE: d. Design extension of underground primary electrical duct bank along the pathway of the existing underground primary duct bank and run to the northwest corner of the site. e. Design of a new 8320 volt 3 phase primary circuit number 3 to run in this new duct bank. f. Design of a new feed from new primary circuit No.3 through new manhole to new 480 volt 3 phase transformer to building 21. Remove old feeder from bldg.22. g. Design of a new feed from new primary circuit No.3 through new manhole to new 208/120 volt 3 phase transformer to building 30. Remove old feeder from bldg.3 h. Design of a new feed from new primary circuit No.3 through new manhole to new 480 volt 3 phase transformer to serve two future modular buildings. i. Design a new emergency generator and automatic transfer switch enclosure attached to building 21 with concrete masonry backup unit walls and face bricked(to match existing building 21), open web bar joist roof support system, fluted metal pan roof deck, polyisocynurate roof insulation, PVC sheet roofing membrane, and shallow continuous footing foundation. j. Design the installation of a new 120/208 volt 3 phase emergency generator and transfer switches to feed buildings 21 and 30 with space for additional generator and transfer switches for future additional modular buildings. BUILDING 19: k. Design the replacement of Emergency Generator No.2, related transfer switch, muffler, and day tank. l. Design the replacement of all lighting in building 19 (Generator Building). m. Design the extension of the generator testing and monitoring system (Square D EPSS System) in Building 19 and 21. n. Design the replacement of Emergency Generator Building No.19 electrical branch panel K1 and K1-1 with a new single 42 space panel. o. Design the replacement of all motor starters in Emergency Generator Building No.19. p. Design the removal of the abandoned Generac Generator. No replacement is required to be design into this project. q. Design the replacement of all lighting in building 20(Substation). r. The systems stated above will serve buildings 3, 4, 19, 20, 21 & 30 at the Aleda E. Lutz VA Medical Center campus, Saginaw, Michigan. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed hereafter in descending order of importance. The first five are primary. The last two criteria are secondary and will only be used as 'tie-breakers' among firms that are essentially technically equal. Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. Specialized knowledge and technical competence of the personnel proposed for assignment to the project in the application of the VA Electrical Design Manual, National Electrical Code NFPA 70, NFPA 70E and NFPA 99. Demonstrate the personnel have knowledge and experience in the application of the National CAD Standards. Past record of performance on contracts with the Department of Veterans Affairs, other Federal or State Government agencies, and private concerns. This factor may be used to adjust scoring for any unusual circumstances that may be considered to determine adequate performance by an A/E. Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within thetime limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously. Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two copies of SF 330 (form available on-line at: http://vaww.va.gov/facmgt/ae) for the prime firm and all consultants, to the Department of Veterans Affairs, VA Medical Center, 5600 W. Dickman Rd., Bldg 145 - 001C, Battle Creek, MI 49015, Attn: Scott D. Brennan, to arrive no later than 4:00 PM local time on Jun 16, 2008. The SF 330 shall not exceed 50 pages. Facsimile or email transmittals will not be accepted. No additional project information will be given to firms during the announcement and source selection period. This is not a request for proposal. The Government will not pay nor reimburse any costs associated with responding to this sources sought advertisement. Award of any resultant contract is contingent upon the availability of funds.
