Description
THIS REQUEST FOR INFORMATION AND SOURCES SOUGHT NOTICE IS ISSUED FOR OFF-SITE STORAGE OF MICROFILM, MAGNETIC TAPE CARTRIDGES AND MISCELLANEOUS PAPER ITEMS. This announcement is issued for informational and planning purposes only. This Request for Information (RFI) is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Bureau of the Public Debt’s (BPD) Office of Retail Securities (RETAIL), Division of Records Systems (DRS) and Office of Information Technology (OIT), Division of Communications (DC), require offsite storage of 1.2 million 16mm original negative microfilm, backup magnetic tape cartridges, and small cartons of miscellaneous items. The purpose of the acquisition is to provide secure storage of these materials in one location that is at least 50 but less than 300 miles away from the Parkersburg, WV office. In addition to secure storage, BPD has other unique requirements for its microfilm repository. Following is a list of these requirements: oMinimum of 12,000 cubic feet of controlled space to house 1,500 ten-drawer microfilm cabinets containing approximately 1.4 million reels of microfilm, approximately 400 Turtles containing tape cartridges, a small amount of cartons, Kardex Card file, and other miscellaneous items. Microfilm cabinets cannot be stacked. oThe ability to furnish both diazo copies and silver copies (utilizing black and white wet silver processing) of the original microfilm. oProvide weekly-secured point-to-point transportation services. oProvide emergency delivery if needed in 8 hours. oOne common location at least 50 miles away from Parkersburg, WV site to ensure the safety of the archived materials in the event of a disaster, but not more then 300 miles away in order to meet 8 hour emergency retrieval time. oThe storage space must have a relative humidity within the range of 20 to 30 percent and a maximum temperature of 55 degrees Fahrenheit. oThe following conditions must be maintained in order to move the items: —While in transit, the microfilm and tape cartridges must be maintained at a temperature Not To Exceed (NTE) 55 degrees Fahrenheit – Humidity level maintained between 20 to 30 RH%. —Certain unique portions of the microfilm library must be loaded on separate vehicles and not in transit at the same time. —Microfilm cabinets must not be stacked during transport or at any time during storage. —All items must be delivered to the Contractor’s storage site no more than 12 hours after being loaded into the vehicles at the current location items. —The current location is Boyer, PA. The Contractor would be required to move items from the current site to the new location in 15 days. Staggered shipments are required so all items are not shipped on the same day. The Bureau of Public Debt is hereby seeking sources that can provide the services defined above. All size categories of businesses including those qualified for set asides are encouraged to respond. The objective of this RFI is to obtain technical capability statements from interested parties capable of performing these functions by providing information on key staff experience and a description of primary services provided to government or commercial customers related to this type of work. All interested parties are hereby invited to submit a technical capability statement of no more than five pages to illustrate technical capabilities as they relate to the requirements specified herein. In addition to information provided by your technical capability statements, provide present and past performance references of similar type projects that have been completed in the past three years. References should include a current point of contact with valid phone number for both contractual and technical disciplines, a brief statement of the scope of work, contract duration and the total dollar amount. Teaming arrangements, subcontracting and mentor protégé programs are encouraged. In your response, please reference RFI-BPD-Offsite Storage. Responses submitted will assist the Government in its market research to determine the availability of commercial sources and the acquisition strategy in terms of set-aside requirements. In order for BPD to assess set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contact, telephone numbers, fax numbers, e-mail addresses for points of contact, prime or sub-contractor interest, and identify the company as one or more of the followings: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; (6) veteran-owned small business; (7) service-disabled veteran-owned small business, or (8) large business. Interested parties are requested to submit responses electronically to PSB1@bpd.treas.gov or to Gina Huffman at Gina.Huffman@bpd.treas.gov by 2:00 P.M. EDST on May 27, 2008.
