Description
Marine Corps System Command, Program Manager for Training Systems (PM TRASYS), is issuing this Sources Sought Notice to identify potential Vendors capable of providing enhancement for a MOUT type Range Facility at Marine Corps Base Camp Lejeune, NC. This range is a M203 grenadier gunnery range to be constructed as part of the MAC range complex. Configured as a walk down range, this range provides multiple firing positions within a simulated urban landscape/environment. Targets are located to allow engagement at both ground level and while elevated. The Contractor shall remove existing vegetation and grade the site prior to construction of the facades and the emplacement of firing positions, and targets. A 15 ft high Earthen Berms must be installed on the right flank and another at the rear of the range. These two (2) berms must provide containment for 40 mm Training/Practice rounds fired from M 203 grenade launchers. This range requires the construction and emplacement of 5 wooden building facades. 2 single story and 3 two story facades are required. The single story facades require cut outs for 1 door and 2 window openings. The two story facades require cut outs for 1 door and 5 window openings. Sidewalks and streets should be replicated by using asphalt millings or other material but do not have to support vehicle traffic. The Contractor is required to construct and emplace 8 firing positions. A block wall 5 x 15 will be located at the base of the range, two (2) positions will be wooden log walls of 4 x 4, two (2) positions will be one man fighting holes made from pre-cast concrete round culverts, and three (3) firing positions will be from behind abandoned vehicles. The range requires fixed Steel targets in 8 locations. One (1) target will be a steel E silhouette installed in a simulated one man fighting position, one (1) target will be a steel E silhouette installed behind an abandoned vehicle, two (2) targets will be a set of two steel E silhouettes installed behind a sandbagged protected fighting position, four (4) targets will be a steel E silhouettes installed within the door and window openings of the two story faade at the rear of the range. Metalith type Barriers 16 Ft x 75 meters Berms must be installed on the right flack and rear of the range, 16 x 50 Meters. These berms should provide containment for 40 mm Training/Practice rounds fired from M 203 grenade launchers. The Contractor shall furnish the necessary services, supplies, FOB Destination delivery and Installation to the range and travel required to perform, at the MAC Facility, Camp Lejeune, NC, the installation of the MAC-7 Grenadier Gunnery Range. The Contractor is responsible for all site prep work including leveling, grading, berm work, trenching and debris removal that are needed for the Grenadier Gunnery Range. This award will be approximately $40,000 with an anticipated delivery date of 90 days after contract award. This request for proposal in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It should not be construed as a commitment of any kind by the US Government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. Written response is requested within 15 days after publication of this notice. The Marine Corps reserve the option to purchase additional target systems and supplies from the approved vendor for sites aboard other Marine Corps facilities. This request is for all Commercial off the Shelf (COTS) and Non-Developmental Items (NDI). No phone calls will be accepted.
