- The government is seeking sources for the installation of two semi-permanent training platforms to support explosive breaching and explosive cutting training for support of the demolitions curriculum of The Basic School located at Marine Corps Base, Quantico Virginia. The platforms will allow the instructor to have the ability to suspend materials such as steel, wood and doors of various types to be affixed with explosives to demonstrate tactics, techniques and procedures for precision demolition work. The contractor will be required to install two reinforced concrete pads approximately 14 feet square and three feet thick. The pads must have 16 sleeves each that allow trainers to insert 8 x 8 inch beams, ten feet long, vertically in the pad. The sleeves must be set on 44 inch centers and allow the vertical beams to extend into the concrete at least 24 inches. The beams will be used to suspend the materials to be explosively breached or cut. The beams must be able to be removed and replaced at the desire or need of the instructor. Pads must be set no more than eight inches above ground level and be graded to allow runoff of rain water. Concrete must be of sufficient surface tensile strength to prevent spalling or the creation of shrapnel under the pressure of repeated explosions. The explosive shots will be up to a net explosive weight of two pounds per shot and no closer than two feet above the surface of the concrete.. Damaged and worn out areas shall be easily repaired without having to replace the entire concrete pad. Visual cues shall become apparent to notify personnel that impact areas are to be replaced due to associated damage. Test data is required for spalling. The concrete surface shall be capable to withstand 1000 events within any 36 inch diameter circle without failure. Contractor shall assess and report in their proposed design the number of events per 36 inch circle that are acceptable and still maintain the physical integrity and safety qualities of the concrete surface. The award will be approximately $30,000 with an anticipated delivery date of 90 days after contract award. This request for proposal in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It should not be construed as a commitment of any kind by the US Government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. Written response is requested within 15 days after publication of this notice. No phone calls will be accepted.
