Description
The DHS, Customs and Border Protection intends to award, on a sole source basis, a contract for bulk print and mail services associated with continuity and recovery efforts in support of mission critical functions with Mail-Gard Continuity & Recovery Services, 65 Steamboat Drive, Warminster, PA 18974 for a 12 month base period and one 12 month option period. The award will be made under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is for informational purposes only. The Government intends to solicit and negotiate only with the source identified herein. This is not a notice for competitive proposals and no formal solicitation package is available, however, prospective contractors who believe they can successfully propose must provide specific, detailed, technical documentation to support such claims and abilities to the Point of Contact for this notice prior to the closing date for this notification. CBP processes over $22 billion in revenue collections annually ($32 billion in 2006). The loss of print and mail services for an extended period of time would delay non-electronic financial transaction (billing) processing. The bulk printing and mailing services called for relate to Mainframe batch jobs (i.e. End of Day (EOD), End of Month (EOM)), and CBP billing which is printed on special continuous forms. This printing must be performed on an impact printing system and a continuous form laser printing system that can handle over 20 million lines per month. CBP requires a printing capability during a declared disaster of twenty million two hundred sixty-one thousand (20,261,000) lines per month, laser printing on 1 up 12” x 8 ˝” continuous forms or similar. (Not to exceed one million two hundred thousand 8 ˝” x 11”images per month) and twelve million one hundred seven thousand (12,107,000) lines per month, impact printing on 1 up 12” x 8 ˝” continuous forms or similar. (Not to exceed one million two hundred thousand 8 ˝” x 11”images per month). CBP requires a mailing capability during a declared disaster for the printed output to be decollated/burst or pressure seal/folded or trimmed and inserted into envelopes for mailing. CBP must be able send the printing to the vendor via the internet (VPN tunnel) in Advanced Function Presentation (AFP) format. The vendor must have a VPN enabled router that can connect to, a Cisco 3030. CBP requires the option to install our own router or configure a VPN tunnel to the vendor’s router. The vendor’s router must be connected directly to the printers so that no image will have to be scrubbed from their environment. CBP will work with the vendor to supply IP addressing. The vendor’s router must be in a secure area with DHS specified security controls (controlled access, etc). The vendor must have back-up generating power. The vendor must accommodate biannual exercises. The vendor must be able to have the environment prepared to receive our print image within 8 hours of notification of a declared disaster. CBP must have continued access to and use of the vendor’s facility for up to 6 consecutive weeks. The vendor must be able to provide and Armed Security Officer during tests and disaster declarations. The vendor must be able to employ personnel who can acquire a successfully adjudicated Customs Full Field Background Investigation (BI). This is not a notice for competitive proposals and no formal solicitation package is available, however, prospective contractors who believe they can successfully propose must provide specific, detailed, technical documentation to support such claims and abilities to the Point of Contact for this notice prior to the closing date for this notification
