- The Drug Enforcement Administration (DEA) intends to issue a Fixed Price contract for the acquisition of new single-engine turbine powered light utility helicopter(s) on an as needed basis. The ordering period is anticipated to be date of award through twelve months thereafter with four (4) successive twelve month option periods. The exercise of the option periods will be at the Government's discretion. The estimated maximum quantity is five (5) per year. Delivery is requested twelve (12) months after receipt of order. This is anticipated to be a commercial buy. An indefinite delivery/idefinite quantity (IDIQ) requirements contract is anticipated. The solicitation Request for Proposal DEA-08-R-0030 is expected to be issued on/or about June 4, 2008 through DEA's Acquisition webpage found at www.dea.gov, click on Acquisition & Contracts, then Open Solicitation (after issue date). It is offeror's responsibility to monitor this site for the release of the solicitation and any amendments. Hardcopies of the RFP will NOT be available. No telephone or fax requests will be accepted. This new single-engine turbine powered light utility helicopter will be used extensively in air-to-ground surveillance roles. It shall, at a minimum, be certified in accordance with Federal Aviation Administration (FAA), Federal Aviation Regulations (FAR) Part 27. All options and their installations shall be FAA approved. Helicopter shall employ dual controls, high skid-type landing gear, minimum seating for two crew members and four passengers, have a range 250 NM with 30 minute reserve, cruise speed of 120 KIAS at 2500 feet AGL, service ceiling of 16,000 feet minimum based on optimum helicopter performance, useful load of up to four (4) passengers (minimum of 2000 lbs. useful load capacity), IGE hover ceiling 8000 feet, OGE hover ceiling 5000 feet out of ground effect, and Rate of Climb 1200 feet per minute at sea level at max gross weight. The aircraft shall be equipped and FAA certified for Day and Night Visual Flight Rules (VFR) flight, VHF Communications transceiver (2 ea.), Navigational Transceiver w/GS and ILS, Horizontal Situation Indicator HIS, Slaved Gyro Compass System, Digital 24 Hour clock, Turn and bank indicator, GPS Navigation with moving map display, Transponder with Mode S, TCAD w/GPS Interface, Encoding Altimeter, Radar Altimeter, Storm Scope, Avionics Cooling Blower, Emergency Locator Transmitter, with 406 capability, Audio Control System, 3 units (pilot, copilot, rear observer), Avionics Master Switch and Intercommunication System (ICS), high skid-type landing, Rotor Brake System, Wire Strike Protection System, Engine and rotor system trend monitoring system, Passive Engine inlet filtration system, Engine Fire Detection System, Engine Fuel Flow Indication System, and Air Conditioning. Pilot initial aircraft certification training and Maintenance Technician initial training shall be provided.
