SOURCES SOUGHT NOTICE FOR Scientific and technical support services to the National Institutes of Health (NIH) INTRODUCTION This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide scientific and technical support services to the National Institutes of Health (NIH). The primary objective of the requirement is to provide services and deliverables in support of myriad NIH projects. The majority of the requirements are for long-term positions that will support research and research-related functions. The information from this market research will help the NIDA Neuroscience COAC, NIMH Contracts Management Branch, plan their acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH. NIDA NEUROSCIENCE COAC, NIMH CONTRACTS MANAGEMENT BRANCH, WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND The National Institutes of Health (NIH), an Operating Division within the U.S. Department of Health and Human Services, is the primary Federal agency for conducting and supporting medical research. Helping to lead the way toward important medical discoveries that improve people’s health, NIH scientists investigate ways to prevent disease, as well as the causes, treatments, and cures for common and rare diseases. NIH research impacts: • child and teen health, • men's health, • minority health, • seniors' health, • women's health, and • wellness and lifestyle issues. Composed of 27 Institutes and Centers, the NIH provides leadership and financial support to researchers in every state and throughout the world. For over a century, the National Institutes of Health has played an important role in improving the health of the nation. The goals of the Agency are as follows: 1. foster fundamental creative discoveries, innovative research strategies, and their applications as a basis to advance significantly the Nation's capacity to protect and improve health; 2. develop, maintain, and renew scientific human and physical resources that will assure the Nation's capability to prevent disease; 3. expand the knowledge base in medical and associated sciences in order to enhance the Nation's economic well-being and ensure a continued high return on the public investment in research; and 4. exemplify and promote the highest level of scientific integrity, public accountability, and social responsibility in the conduct of science. In realizing these goals, the NIH provides leadership and direction to programs designed to improve the health of the Nation by conducting and supporting research: • in the causes, diagnosis, prevention, and cure of human diseases; • in the processes of human growth and development; • in the biological effects of environmental contaminants; • in the understanding of mental, addictive and physical disorders; and • in directing programs for the collection, dissemination, and exchange of information in medicine and health, including the development and support of medical libraries and the training of medical librarians and other health information specialists. The Contractor shall provide support services to accomplish tasks as specified under task orders issued under the contract, including: • Providing scientific research support in a wide variety of healthcare related areas. • Providing professional/executive support to the NIH research effort. • Providing information technology support to the NIH research effort. • Providing healthcare support to the NIH research and patient contact effort. • Providing clinical research support to the NIH research. • Providing industrial and facility maintenance support to the NIH research effort. These tasks are classified as scientific/technical, professional/executive, health care, clinical research, or industrial/facility maintenance. The tasks may be either non-exempt (paid an hourly wage and required to receive payment for overtime hours), exempt (paid by salary/exempt from overtime) or independent contractors. The majority of all tasks will be performed in the Bethesda or Rockville, Maryland areas; however, services are also needed at locations throughout the United States. Approximately 95% of all tasks are long-term for continuing performance in excess of six (6) months; however, there may be a need for intermittent tasks with flexible hours. The majority will require full-time work; however, there may be a need for part-time services and overtime. Part-time and overtime needs will be defined on the individual task order award documents. This is not a new requirement. The current contractor is Kelly Services. which provides approximately 1000 contractor employees providing long-term support to twenty-four (24) of the twenty-seven (27) NIH institutes and centers however it is anticipated that need will increase further over time. The tasks require a broad skill range across the entire spectrum of employment categories. The division of skill categories is subject to change but currently follows the approximate breakdown below: Scientific - 47%, Professional/Executive Admin - 31%, Information Technology - 7%, Healthcare - 6%, Clinical Research - 5%, Industrial/Engineering - 1%, It is envisioned that the contract will be awarded as a performance based contract with a fee structure that includes a fixed base fee and incentive award fee. RESPONSE INFORMATION In order to respond to this notice, contractors must be able to clearly convey its experience and/or ability to perform the following tasks identified: 1. Support all NIH locations and remote locales. While the numbers are constantly increasing and the location are constantly changing, at present, contract staff are provided as per the following: Bethesda/Rockville, MD - 821 Baltimore, MD - 67 Research Triangle, NC - 19 Hamilton, MT - 19 Moscow, ID - 3 San Diego, CA - 2 Amherst, MA - 1 Beaufort, SC - 1 Hampton, NJ - 1 Woodbury, MN - 1 Chamblee, GA - 1 Delmar, NY - 1 Ann Arbor, MI - 1 Lillburn, GA - 1 Orlando, FL - 1 Peachtree City, GA - 1 Phoenix, AZ - 2 Pittsburgh, PA - 1 Wexford, PA - 1 San Diego, CA - 2 Salt Lake City, UT - 1 Tucson, AZ - 1 Wheeling, WV - 1 2. Service all skill categories to include Science, IT, Health Care, Clinical Research and High Level Administration. The contractor will provide orientation and training on NIH-specific systems and ensure that any security clearances required have been obtained. 3. Have national and local (e.g. Washington DC area) recruiting and placement capabilities. The typical turnaround time for recruiting and replacing existing staff is not more than two (2) weeks. 4. Sufficient resources or a line of credit to accommodate a significant monthly payroll (a minimum of about $6 million per month). 5. In addition to providing automobile insurance (where applicable), Standard Workmen’s Compensation and employer’s Liability Insurance, the contractor shall meet requisite insurance requirements for all enumerated skill/labor categories (in accordance with FAR 52.228-7, Insurance – Liability to Third Persons). 6. Insure appropriate licensing and certification requirements are met for staff (i.e. physician, nurse, social worker, IT, medical technician). 7. Manage and sponsor international staff travel. 8. Develop and manage a work from home program to allow for tele-working. 9. Provide a comprehensive benefits program to attract and recruit The package should include a minimum of four (4) weeks paid time off (which could be a combination of vacation, sick or personal time off), paid holidays, retirement, health care, etc. 10. Oversee, and contract for, Independent Contractors. For estimating purposes the current number of Independent Contractors is approximately 15-20 persons. 11. Sponsor and manage a myriad of VISA types other than J-1. 12. Establish and manage the medical testing/surveillance program. A sample of the pre-employment and other medical testing includes: Purified Protein Derivative (PPD) Chest X-Ray Hepatitis B Vaccine Hep B Titer Rabies Vaccination Pre enroll/Annual Serum Draw Physical Exam Medical Record Fee (yearly) Annual Influenza Immunization 13. Provide and manage a web-based labor collection and review system for timecards. 14. Comply with the detailed NIH reporting requirements including a Monthly and Annual Progress Report, Subcontracting Reports, Reporting for Position Sensitivity Designations for Suitability Determination, NIST SP 800-26 Self-Assessment Questionnaire, Information System Security Plan, etc. 15. Provide timely and accurate monthly invoicing. 16. Comply with FISMA requirements (44 U.S.C. 3544) Each response should include the following business information: a. DUNS. b. Company Name. c. Company Address. d. Current GSA Schedules appropriate to this Sources Sought. e. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp g. Company Point of Contact, Phone and Email address Teaming Arrangements if appropriate: All teaming arrangements should also include the above-cited information for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted not later than June 3, 2008. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 15 pages. GENERAL INFORMATION This Sources Sought Notice is for information and planning purposes only and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation.
