Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH FAR PARTS 12 AND 13 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The soliciation document # is RFQ-08-0208 and this is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25 including amendments effective April 22, 2008. NAICS Code 541614. The scope of work for this requirement is for a contractor to provide consulting services which involve the monitoring and analysis of the operation of the BEP's KBA Super Orlof Intaglio presses (hereinafter "Presses") and thereafter providing recommendations to improve, optimize and maximize the efficiency and productivity of the technical and individual work practices concerning the operation of the BEP's Presses. Refer to the attached Statement of Work (SOW) for additional details. The Government anticipates awarding a service agreement. CLAUSES: The following FAR Clauses apply to this acquisition: FAR 52.212-1 Instruction to Offers Commercial Items; FAR 52.212-2 Evaluation Commercial Items; FAR 52.212-3 Offeror Representatives and Certifications and Certifications Commercial Items FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions required to Implement Statutes or Executive Orders Commercial Items. The following clauses cited in FAR 52.212-5 are applicable to this acquisition: FAR 52.219-6 Notice of Total Small Business Set-Aside; FAR 52.222-26 Equal Opportunity (E.O. 11246); FAR 52.222.36 Affirmative Action for workers with Disabilities FAR 52.232.33 Payment by Electronic Funds Transfer-Central Contractor Registration. Interested parties shall provide a quote on company letterhead along with reference the RFQ# RFQ-08-0208 NO LATER THAN 2:00 PM EST May 30, 2008. Quotations shall be accepted via fax at 202-874-2200 or by mail sent to the Bureau of Engraving and Printing, Office of Acquisition, Attn Thomas O'Linn, 14th and C Streets SW, Room 705-A, Washington, D.C. 20228. Offerors shall include within their quote the following; a) resumes of each proposed individual (resumes are limited to a maximum of three (3) pages), b) the labor category and hourly rates for each proposed individual performing on-site at the BEP, including hourly rates for overtime, weekend, etc, (c) the labor category, total number of hours and hourly rates for each proposed individual performing off-site at your facility, (d) the dollar amount for travel expenses, (e) information describing the company's capability and expertise within the secure printing with intaglio industry and (f) any additional information pertaining to their quote and the understanding thereof. Offerors will be evaluated on the following factors; personnel qualifications, company capability and expertise within the secure printing with intaglio industry and price. Offerors who fail to complete and submit a quote according to the requirements above may be considered non-responsive, thus not considered for award. The Government reserves the right to award to other than the low Offeror.
