SOURCES SOUGHT-REQUEST FOR INFORMATION (RFI) IMPORTANT NOTICE: DO NOT SENT RESPONSES TO OR ATTEMPT TO CONTACT POSTING AGENT DON ROSEBOROUGH. ALL RESPONSE MUST BE BY EMAIL; PHONE CALLS CANNOT BE ACCOMODATED. 1.0 Anticipated Scope of Services Sandia is in the process of evaluating the manner in which it purchases, manages, and disposes of chemicals, gases, and hazardous materials. Our intention is to: increase the timely availability of chemicals and gases to our customers; deliver those chemicals and gases in the most appropriate quantities; enhance our environmental reporting capabilities; reduce risk; reduce our environmental impact; and continuously reduce chemical lifecycle costs. It is Sandia’s desire to enter into a strategic relationship with a service provider(s) that will provide all or a portion of services related to chemicals, gases, and hazardous materials. Services would include demand forecasting; order processing, procurement; inventory management, material safety data sheet (MSDS) and other documentation management; quality control; compliance with all applicable Federal, State, and DOE environmental regulatory and reporting requirements applicable to hazardous material handling; packaging and storage and other hazardous materials management; waste management; obsolescence management; data management and customer support services. Note 1: For the purposes of this RFI and any subsequent RFP and/or potential contract, the definition of “hazardous materials” does NOT include radioactive material(s). Note 2: Unless otherwise indicated, all information contained in this document and/or requested below pertains to Sandia’s primary facility located on Kirtland Air Force Base in Albuquerque, NM. 2.0 Overview of Sandia’s Chemical/Gas Purchases Sandia is a complex organization involving a large number of chemical/gas POU stations within a wide geographic area. Sandia’s purchases of chemicals and gases are made in support of two production areas (the Microelectronic Development Laboratory (MDL) and Neutron Generator Production), as well as continuous research and development efforts. During the prior fiscal year, approximately fourteen percent (14%) of Sandia’s chemical and gas purchases were related to production activities and eighty-six percent (86%) were related to R&D efforts. Our production facilities require the procurement of a fairly constant stream of chemicals and gases; the procurements are repetitive in nature and typically made in bulk volumes. Our R&D efforts require the procurement of a wide variety of chemicals and gases (some exotic); the chemicals/gases are purchased infrequently (sometimes only once), and are typically required in small volumes. 3.0 Requested Information Interested firms shall provide brief responses and or statements of qualifications as requested below: 4.1 Are you a manufacturer, distributor, service provider, other? 3.2 What do you consider to be your company’s core competency, i.e. most commonly provided core services, areas of expertise, etc? 3.2.1 Specifically identify the types of chemicals, gasses and non-radioactive hazardous materials you commonly handle as your core business. 3.3 Describe the type of industry/industries you typically serve. 3.4 Describe current experience, knowledge and capabilities associated with Chemical Management Services (CMS), noting specifically your company’s typical model of chemical lifecycle management, from planned procurement through final waste disposition. 3.5 Provide a minimum of three examples of current or previous CMS experience, including the duration of the contract under which were provided Specifically address whether those services include(d )chemical management, gas management, hazardous waste management, or a combination of such services. Also indicate whether each example required you to partner with other suppliers to execute the CMS strategy, and the nature of such partnerships. 3.6 Provide a minimum of two references who can validate the CMS expertise described in Section 4.5. Include the following information for each reference: •Company Name •Company Point of Contact (POC) •Phone Number for POC •Email Address for POC 3.7 Describe your company’s chemical tracking/inventory system. 3.7a Have you previously worked with a customer to integrate your chemical tracking system with the Oracle Purchasing module? If so, describe the success of that integration. 3.8 How would your company provide a chemical management solution that could address the diverse needs of Sandia’s production and research and development efforts? 3.8a Specifically indicate whether your solution would include the management of chemicals, chemicals and gases, or chemicals, gases, and hazardous waste management. 3.8b Could the CMS solution you described in Section 4.8 be expanded to support not only the needs of Sandia’s Albuquerque facility, but also the needs of our remote sites in Livermore, CA and Tonopah, NV? If so, indicate how that could be accomplished? 3.9 Describe the benefits and drawbacks of the solution you outlined in Section 4.8 (including subsections 4.8a and 4.8b). 3.10 Describe your company’s experience providing hazardous waste transportation services. If not applicable, please indicate such. Failure to provide a response to each question outlined above may result in the potential firm being deemed ineligible for receipt of a formal RFP. Responses to the above may be: added to this document; emailed to the Sandia Contracting Representative as a separate Microsoft Word, Excel, or Adobe Acrobat document; or mailed in hard-copy format to the Sandia Contracting Representative as indicated below. Regardless of the delivery method chosen, respondents must clearly associate their company logo on any documentation submitted to Sandia in response to this RFI. Provide your response to this RFI BY EMAIL to the Sandia Contracting Representative, Amy Ellington, on or before June 13, 2008.
