Description
REQUEST FOR INFORMATION (RFI): NASA/GSFC plans to issue a Draft Request forProposal (DRFP) for Multi-Disciplinary Engineering and Technology Services (METS) and ishereby soliciting information about potential sources.The proposed contract (METS II)will be a follow-on to the current METS contract (NNG05CA99C).The METS contract wasestablished to provide engineering and related services to the Mission Engineering andSystems Analysis Division (MESA), Information Systems Division (ISD), Instrument Systemsand Technology Division (ISTD), and Electrical Engineering Division (EED), and relatedorganizations, as required, for the formulation, design, development, non-flight andflight fabrication, integration, testing, verification, and operations of space flightand ground system hardware and software, including developmentand validation of newtechnologies to enable future space and science missions. The current METS contract is aCost-Plus Award-Fee (CPAF), Indefinite Delivery, Indefinite Quantity (IDIQ) type contractwith a maximum contract value of $250 million and was awarded competitively as an 8(a)set-aside. It is due to expire February 4, 2010. The value for the METS follow-oncontract (METS II) is currently estimated to be approximately $430 million over a 5 yearperformance period. It is anticipated that METS II will be a competitively solicitedIndefinite Delivery Indefinite Quantity (IDIQ) performance based contract. Responses tothis RFI will be used to determine if the anticipated solicitation will be an 8(a) or asmall business set-aside. The NAICS Code for this requirement is 541712, Research andDevelopment in the Physical, Engineering and Life Sciences and the size standard is 1,000employees. Interested organizations may submit their capabilities and qualifications inwriting no later than May 30, 2008. Qualified organizations must demonstrate experienceand capability in performing the engineering functions described in the draft METS IIstatement of work and the ability to perform these functions in a classified environmentranging from Secret to Top Secret and SCI, specifically in the RF communicationsdiscipline. This RFI is not to be construed as a commitment by the Government, nor will theGovernment pay for the information submitted in response to this RFI. The anticipatedrelease date of the Draft RFP is on or about July 9, 2008. Interested parties will begiven two weeks to provide comments. Comments on the Draft RFP are not mandatory. Theanticipated release of the final RFP is on or about August 6, 2008 with proposals dueapproximately 30 days after the solicitation release date. The solicitation and anydocuments related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application.
