Description
The US Army Engineer Research Development Center, Cold Regions Research and Engineering Laboratory located at 72 Lyme Road, Hanover, NH 03755-1290 has a requirement for ground water sampling analyses. The purpose of this Government study is to compare analyte concentrations in groundwater obtained by three different sampling methods (the EPA’s low-flow purging and sampling protocol, the Snap Sampler, and the RGC sampler). Samples will be collected by Government personnel from ten different groundwater monitoring wells located at the former McClellan Air Force Base in North Highlands, California (near Sacramento). Analytes of interest and methods for their analyses are as follows: Metals (Ag, Al, As, Ba, Be, Ca, Cd, Cr, Co, Cu, Fe, K, Pb, Mg, Mn, Mo, Na, Ni, Sb, Se, Tl, V, & Zn) by EPA Test Method 200.8, Total volume available for all metal analytes = 60 ml Anions (Sulfate and Chloride) by Method 300.0, Total volume available for both analytes = 60 mL VOCs (full suite) by Method 8260B, Total volume available for all VOC analytes = 40 m The following describes water-quality laboratory analytical work that is needed in support of this Government study. The successful Offeror Laboratory (Contractor) that is selected for conducting these analyses shall be NELAC accredited for the methods specified. The Contractor shall provide all sample bottles, described below, with type and amount of preservative already added appropriate for analyte preservation. Bottles to be provided by Contractor are: Bottle TypeDescription #1VOA vial, 40 mL, amber glass, with preservative, for VOCs #2HDPE, 60 mL, with preservative, for total metals #3HDPE, 60 mL, with preservative, for dissolved metals #4HDPE, 60 mL, no preservative, for anions Bottles to be provided by the Government are: #5Snap Sampler VOA, 40 mL, clear glass, with spring caps, with preservative, for VOCs The Contractor shall deliver to and pick up from either the field site in California or U.S. Army / ERDC / CRREL (CRREL) in Hanover, New Hampshire, whichever is specified, for each phase of sampling. Interested parties are requested to review the attached RFQ for complete information. This synopsis is prepared in accordance with FAR Part 12 and processed in accordance with Simplified Acquisition Procedures. This is 100% set aside for small business concerns and will be awarded as a firm-fixed price contract. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-25. The associated Standard Industrial Classification Code (SIC) is 8734 and the North American Industry Classification System (NAICS) is 541380. The Small Business Size Standard is $11Mil.
