Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The US Army Corps of Engineers, Baltimore District, Real Property Services Field Office, (RSFO) is seeking a qualified contractor to provide temporary modular office space. The estimated value of the proposed action is $7,000,000.00. The general requirements of the temporary, modular office space is to provide a secure work facility while a new permanent facility is designed and built via the Military Construction Program. The proposed site is located at Fort Belvoir, Virginia. The temporary modular building shall be up to 40,000 square feet in size and have administrative areas, classrooms, small conference rooms, and warehouse space. All administrative space shall meet the requirements for a SENSITIVE COMPARTMENTED INFORMATION FACILITY (SCIF) IAW DCID 6/9. Approximately 150 personnel will be assigned to work in the facility. The space shall be a two-story building meeting the definition of modular building in AR 420-1. The temporary building shall meet all local, state, and federal requirements to include anti-terrorism/force protection measures. Contractors key personnel must possess a TOP SECRET clearance based on a SSBI conducted within the last 5 years. Key employees must include Program Manager, Project Manager, Lead Engineers, Superintendents, QA/QC Manager, Safety Manager, and others as identified in the solicitation. ALL personnel working under this proposed contract must be United States citizens. Key personnel may be required to pass a polygraph examination. A conceptual design shall be provided at the time of solicitation. All utilities, fencing, storm drains, and foundation work shall be completed by others. The contractor shall provide a proposal a t the time of solicitation that shall include the breakdown of all building costs (building, transportation to the site, labor for on-site assembly, and breakdown/removal costs:, and shall be provided as either a purchase or a lease of the facility for up to 5 years. An Option to Purchase clause will NOT be included in the leasing option. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Qualified contractors that meet the above requirements are requested to submit a company capability statement and information briefly explaining their qualifications for this proposed contract. Also please identify your SBA size standard, such as 8(a), Small Business Hubzone, Woman-Owned, Service Disabled Veteran Owned, Minority-Owned, etc. Please note that it is required that your company be registered in the Contractors Central Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.
