- This is a solicitation for commercial items prepared in accordance with FAR 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (F2V3OX0808618) is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-19. The item description is as follows: Contractor will provide all labor, tools and materials necessary to provide for a 6 month Mole Cricket control program using granular "Chipco Choice" manufactured by Bayer or EQUAL that is slit applied to 30 Acres on the south course and 30 Acres on the north course at 12.5 LBS/ACRE. The North American Industry Classification System code (NAICS) is 561710, and the size standard is $6.5M. Quotes must list the DUNS number, CAGE code, Lead Time, and Federal TIN. The following FAR and DFARS provisions and clauses apply: 52.211-6, Brand Name or Equal. 52.212-1, Instruction to Offerors-Commercial. In accordance with 52.212-2, Evaluation-Commercial Items offers will be evaluated based on total price and equal products shall include specifications, pictures and/ or catalogs to provide sufficient data to show the like characteristics. 52.212-3, Offeror Representation and Certification Commercial Items. The clause 52.212-4, Contract Terms and Conditions-Commercial Items apply to this solicitation. The clauses from 52.212-5 (Deviation), Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition and are incorporated as follows: 252.225-7001 Buy American Act and balance of Payments Program, 252.232-7003, Electronic Submission of Payment Request. Offerors must submit with their offers, a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items or have completed them at https://orca.bpn.gov/. This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs.
